This is a highly responsible and professional position for grant manager services for OCFW. The selected candidate needs to be self-motivated, be able to follow instructions quickly, and be a team player who possesses the ability to prioritize work with minimal supervision.

We are looking to fill at least one position but this ad may be used to fill more. The position is an Operations Review Specialist. This position requires a Monday through Friday, 8-hour daily work schedule.
Salary is expected to be $55,000-65,000 and will be based on the experience and background of the candidate and the available budget.
Requirements:
- High School Degree
- Knowledge of Chapter 287, Florida Statutes, Chapter 60A-1 of the Florida Administrative Code and all Department handbooks, manuals and policies and procedures and proposed changes as appropriate.
- Knowledge of Federal or State of Florida procurement process as well as governmental contract laws, rules, and regulations, as evidenced by your supporting resume and State of Florida application.
- Knowledge of and use of Federal and Florida Statutes on governmental contracts and grants.
- Experience in a government role as a contract manager, grant manager, or contract administrator.
- Experience working with contracts or grant awards is required.
- Excellent verbal and written communication skills.
- Florida Certified Contract Manager (FCCM).
Preferences
- Has professional experience in applying principles, regulations, and statutes related to Florida Government in the Sunshine / Open Government / Public Records.
- Has knowledge of child welfare programs and analytical and research skills to assess grant activities
- Has a bachelor’s degree or higher.
- Has two years professional experience in a governmental setting with contracts and/or grant awards
What you’ll do:
- Consulting with staff members to develop solutions for programmatic operational problems.
- Maintaining regular contact with the Contract Administration Unit and Program Area.
- Preparing correspondence for the review and/or signature of Senior Management.
- Completing other duties, as assigned.
- Serves on evaluation and negotiation committees and provides technical assistance regarding programmatic information as necessary.
- Maintaining a working knowledge of federal and state laws regarding contract/grant administration.
- Serving as the Federal Liaison for child welfare federal grants.
- Performing pre-award planning and serving as a liaison for anticipated request for application activities.
- Preparing Request for Applications (RFA) as requested by the program areas, in accordance with Florida Statutes and Department policy and procedures.
- Identifying new federal grant opportuntities for the Department to apply.
- Organizing and facilitating the meetings with key stakeholders to prepare, draft, and finalize the applications.
- Acting as a subject matter expert, screener, reviewer, and negotiatior for RFAs.
- Maintaining regular contact with federal and state stake holders with regard to administrative grant issues.
- Learning the subject matter of assigned grants and becoming a program expert for the grant awards
- Investigating, assessing, analyzing, and making recommendations to resolve issues and problems presented by administrators.
- Participating in meetings and calls as required.
- Knowledge and capability to provide oversight of federal and state grants.
- Consulting with staff members to develop solutions for programmatic operational problems.
- Collecting data and preparing reports for state and federal grants.
- Preparing and routing annual grant applications, annual plans, implementation plans and other documents required for the Department to receive state and federal funding.
- Maintaining regular contact with the Contract Administration Unit and Program Area.
- Preparing correspondence for the review and/or signature of Senior Management.
- Providing oversight of the administrative, fiscal, and programmatic terms and conditions of grant agreements.
- Enforcing grantee compliance with state and federal rules and guidelines.
- Conducting invoice and supporting documentation reviews.
- Conducting budget reviews.
- Reviewing and approving grantee performance outcomes.
- Conducting annual site visits of grantees.
- Preparing, processing, original grant awards and subsequent amendments to grant awards.
- Identifying any grantee performance shortcomings and makes recommendations for corrective action.
- Provides technical assistance and consultation to program staff and grantees.
- Maintains grant award files.
- Completing other duties, as assigned
