Job description
The Deputy Executive Director position has shared strategic and operational responsibility for the planning, development, implementation, and supervision of all activities and programs within Mid-Willamette Valley Community Action Agency. The Deputy Executive Director roles are in support of the Executive Director's functions, which include; The Executive Director's role of principal executive, operating manager, and general manager of the corporation and, subject to the control of the Executive Director and Voting Board Members, in general supervise and control all of the business and affairs of the corporation, as directed. This position recommends policies to the Executive Director and the Executive Leadership Team to achieve the Agency's goals and objectives and establish structures to carry out the programs, including the Strategic Plan, which meets the changing needs of constituents while complying with federal, local, and state funding requirements.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE
Bachelor's degree and four years of management experience or equivalent combination of education and/or experience.
Experience or knowledge of performing a broad range of administration within a nonprofit, multi-grant funded organization including budget, finance, policy formation, contracting, human resources, revenue generation, federal and other funding compliance requirements and media and community relations.
Experience hiring, supervising, and mentoring management staff.
Must be proficient with relevant communication and databases.
Must have prior experience working with or being a member of a Board of Directors. Should have very strong grant management experience, as well as experience as a government liaison and demonstrable community leadership.
Social service background and experience using Human Resource database and financial/payroll systems are strongly preferred.
KNOWLEDGE, SKILLS & ABILITIES
Demonstrated ability to read, analyze, and interpret complex reports and data, financial reports, and legal documents.
Ability to effectively respond to common inquiries or complaints from the public, funding sources,
elected official, the media, or elected board officers with competence, accuracy, and sensitivity to stakeholders.
Experience in writing and delivering effective speeches and relevant, accurate articles for publication.
Ability to present information effectively to various audiences such as top management, public groups, and/or boards of directors, with confidence and a positive, and respectful demeanor.
Must be empathetic to the diverse communities the Agency serves, and demonstrate a public commitment to principles of equity and inclusion.
Communicates well orally and in a written manner with appropriate language and grammar.
Assures that information is accurate and delivered in a timely manner with the individuals and groups reliant upon the Executive Director.
CERTIFICATES, LICENSES, REGISTRATIONS
Registration with the Office of Child Care's Central Background Registry.
Valid driver license and insured vehicle available for use on the job with satisfactory drive record for the past three years.
Candidate must pass a comprehensive MWVCAA background screening prior to employment.

Operations & Relational Management (40%)
Supervises and mentors senior Executive Team staff through a positive relational model that facilitates a healthy organization.
Supports senior management in instilling a culture of positive and respectful communication throughout the organization.
Seeks insight and input from Agency clients, staff, and leadership in order to create an environment of continuous quality improvement for the organization and for Executive leadership's personal development.
Community Relations & Collaboration (20%)
Promote collaboration and partnerships with other organizations and governments to maximize service delivery.
Participate in area collaborative and collective impact efforts to increase access to services and support throughout the community for people in poverty.
Makes effective presentations to organizations, groups, and individuals to promote public understanding of and support for Community Action Agency programs.
Prepares and releases reports, studies, and publications to promote public understanding of and support for community programs.
Strategic Oversight & Planning (20%)
Analyzes and uses information that helps the agency meet the broad spectrum of the mission goals of Mid-Willamette Valley Community Action Agency.
Establish an organizational structure to effectively operate programs and achieve goals and objectives in compliance with funding requirements and in a manner that ensures programmatic and fiscal integrity.
Establish and participate in strategic planning and training meetings with the Board and staff to identify current and long range goals that meet the needs of the low-income community, utilizing information derived from agency needs assessments.
Maintain an ongoing Community Action Plan to achieve strategic goals and objectives, and report successes and challenges regularly to the Board of Directors and agency staff.
Fiscal & Financial Oversight (10%)
The Executive Director has fiscal responsibility for all agency activities and programs. Reviews budgets of agency programs. Ensures that programs operate with authorized funding levels and on the principles of allowable, allocable, and reasonable costs.
In partnership with the Chief Financial Officer, develop the Agency's Administrative Budget annually based on available funding and resources.
Governance & Infrastructure (10%)
Develop and maintain New Board Member Orientation and facilitate ongoing access to necessary Agency planning and oversight documents for Board access.
In partnership with the Board, develop ongoing Board training and development sessions throughout the year.
As needed, assist in Board recruitment, with intent of retaining and developing a diverse and high quality board with a broad range of perspectives and experiences.
Maintain tri-partite Board structure, Head Start Performance Standards, and other funding source requirements of Board representation to ensure grant compliance.
Provide information to the Board on issues relevant to agency needs or opportunities to include timely and accurate program and fiscal reports.
SUPERVISORY RESPONSIBILITIES
As directed, manages the Executive Team of the Mid-Willamette Valley Community Action Agency, including its Chief Operations Officer, Chief Information Officer, Chief Financial Officer, and Chief Program Officers. Is responsible for the overall direction, coordination, performance, and evaluation of all program areas and activities. Also indirectly supervises all employees as the deputy executive of the Agency as appropriate. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include ensuring the interviewing, hiring, and training of employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
