As a Transportation Subject Matter Expert (SME), you’ll be making a difference in global security assistance with foreign partners and support the warfighter in a meaningful way. The Transportation SME assists the Security Assistance Management Directorate (SAMD) with creating or modifying transportation plans in accordance with country specifications and Security Assistance Management Manual guidelin es.
Essential functions will include:
- Assisting SAMD Divisions with coordination of freight forwarder and outside vendor shipping, including movement of classified or secured equipment.
- Creating, updating, and maintaining the Transportation Plans for FMS cases.
- Creating and maintaining a current listing of country freight forwarder information. Ensuring the information is accurate, approved, and disseminated appropriately.
- Organizing research of foreign government requirements.
- Creation of transportation plans and other FMS transportation inquiries (e.g. sending NOAs for organic organizations to country freight forwarders, processing FEDEX shipments and appropriate 1149s/1348s, CCI versus classified shipments, etc) based on unique foreign government requirements.
- Understanding and applying Transportation Plan policy, SOP, and regulatory guidance such as the Defense Transportation Regulation (DTR) or Security Assistance Management Manual (SAMM) to transportation plan development.
- Supporting Central Case Manager involvement with transportation plan development, actual movement of equipment, and approval processes.
- Developing and implementing logistics program activities including support for transfers and stock purchases and creating/maintaining their accompanying technical documentation.
- Assisting with Letters of Acceptance (LOA) development, identifying material, services, and shipping requirements, and estimating system life cycle costs.
- Supporting FMS cases from initial request of equipment through planning for long-term program life-cycle sustainment.
- Assisting with total package advanced planning for weapon systems and ensuring that the Total Package Approach is utilized in the case development process.
- Provide back-up for essential SAMD functions including posting shipment updates, canceling requisitions in CISIL, LMP, and updates to databases.
- Other duties as assigned.
- Bachelor's degree required.
- 2 to 5+ years of relevant experience.
- Knowledge of COMSEC transportation rules and regulations.
- Ability to manage your own workload independently, with necessary support and training available.
- Understanding of how to complete and process shipment documents such as DD1149 and 1348.
- Experience with shipping within the Defense Transportation System in accordance with DOD 4500.9-R, Defense Transportation Regulation (DTR).
- Experience working with the various transportation entities that comprise the Defense Transportation System (USTRANSCOM, SDDC, Air Mobility Command, Military Sealift command) is a plus.
- Experience in Security Cooperation activities and knowledge of the SAMM, 5105.38-M is a plus.

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
