Housing Choice Voucher Landlord Liaison (With $3,000 New Hire Bonus!)

About the Position  NRHA seeks qualified candidates for the position of  Housing Choice Voucher Landlord Liaison. Recruits residential property owners to participate in Housing Choice Voucher (HCV) programs. Orients and trains property owners into the HCV program. Serves as the primary contact to property owners throughout the leasing process. Maintains current and comprehensive market data on Norfolk rental market. Enters landlord data for all HCV owners to ensure proper internal control. Coordinates HCV program functions with external social service agency personnel. Conducts Housing Quality Standards (HQS) and complaint inspections. Assists in tracking and compiling statistical data on the success rates of participants in the leasing process. Maintains effective working relationships with other NRHA departments and area social service agencies. Assist auditors, inspectors, orientation personnel and others as needed.

  Key responsibilities: The primary duties of this position include:

· Markets the NRHA Housing Choice Voucher (HCV) program to recruit participating property owners.

· Orients and trains property owners into the HCV program.

· Represents NRHA’s HCV program at owner association meetings; and prepares and distributes informational materials.

· Participates in panels to determine if HCV client has violated lease and/or voucher terms; and acts to maintain both owner and client in program while assuring compliance to HUD rules and standards.

· Maintains current and comprehensive market data on Norfolk rental market.

· Enters landlord data for all HCV owners to ensure proper internal control.

· Conducts resident surveys to evaluate housing conditions and management practices.

· Conducts Housing Quality Standards (HQS) and complaint inspections as needed.

· Assists in tracking and compiling data on success rates of participants in leasing process.

· Maintains effective working relationships with other NRHA departments and area social service agencies. 

· Assist auditors, inspectors, orientation personnel and others as needed.

· Perform related duties as assigned.  

 

The ideal candidate f or this position will have.  

· Post high-school course work in Social Sciences, Social Work, Sociology, or other related field.

· Three to five years of progressively responsible experience in property management, social service case management, HCV continued occupancy determination.

· Any equivalent combination of training, education and experience necessary to obtain the required knowledge, skills, and abilities.

· Must possess a valid driver’s license and maintain a satisfactory driving record.

· Certification in Occupancy and in Housing Quality Standards (HQS) is required or capacity to obtain such certifications as assigned.  

Candidates with a combination of training, education, and experience equivalent to the qualifications listed above will also be considered.

NRHA offers a competitive compensation and benefits package. The compensation offer is expected to be in the $46,563 to $75,915  range, with the actual offer determined by the candidate's work history and skill mix.
