Job Description and Duties

Under the general direction of the Information Technology Services Division (ITSD), Application Development & Support manager (Information Technology Manager I), the incumbent is responsible for planning, organizing, and directing the work of the California State Lottery (Lottery) Application Development & Support Unit that is comprised of multi-disciplined and complex areas of responsibility; supervising technical staff responsible for the design, development, testing, and implementation of California State Lottery (Lottery) system enhancements and applications which support internal business and back-office systems. Responsible for maturing the Application Development & Support program; application testing process; developing staff and subject matter experts. The duties for this position are focused in the Business Technology Management, Information Technology Project Management, Software Engineering, and System Engineering domains; however, work may be assigned in other domains as needed.

Duties include, but are not limited to:
• Providing strategic direction, guidance, technical expertise, decision-making, mentoring and support.
• Organizes the workload of businesses analysts, application developers, and application testers to meet production and business needs.
• Monitors service levels, program metrics, testing coverage matrix, and performance management standards to improve velocity, quality, and agility of application development.
• Participating in the most complex application and system development and testing efforts.
• Assists in the creation of application policies and standards for design, development, and testing for all phases of the System Development Life Cycle (SDLC).
• Administer, support, and monitor the Lottery’s back office applications and systems
• Supervises the management of internal business and back office systems technology projects that enhance business decision making capabilities and the delivery of information assets, including, enterprise platforms, custom applications, and data bases.
• Consults and coordinates with customers, project staff, other technical experts, and internal stakeholders to provide complex IT consulting services.
• Providing technical and development support to internal program and business areas the Lottery. Additional information about the job can be found in the Duty Statement.
• Prospective and current Lottery employees must reside in the State of California and must be able to reach the Lottery Headquarters within 2 hours.

This position is headquartered at the Sacramento HQ and is eligible for either a remote-based or office-based telework schedule. Employees must be able to report to their assigned headquarters office as needed. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires employee residence in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions

The incumbent will work in a fast-paced environment, with competing priorities, and critical deliverables.

a. Schedule: This position has work hours from 8:00 a.m. to 5:00 p.m. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.

b. Travel: Statewide overnight travel may be required.

c. Other: This position is also required to carry a Lottery issued cell phone. This position is required to be reachable outside of normal business hours.
