The Safety Observer is responsible for daily monitoring, observing, and auditing of contracted construction crews that are performing work in electrical substations. This position will ensure compliance with all applicable company standards and policies as well as all State and Federal codes governing work. This individual will also serve as a liaison between construction crews and company safety personnel.
Responsibilities
- Have a full understanding of and the ability to apply company and OSHA standards around substation safety, substation construction, electrical safety, and safe practices for operating equipment within a substation. These standards include the following:
- Actively monitor substation construction, contractor communication, pre-job briefing and JSA’s, the use of tools and equipment within the substation, electrical safety, proper application and use of PPE, etc.
- Work with the contractor crew and Construction Manager to identify safety hazards and mitigate risks.
- Ensure that work is completed using safe operating procedures, electrical safety procedures and is compliant with work health and safety regulations.
- Ensure that all personnel, tools, and equipment remain outside the minimum approach distance (MAD Zone).
- Identify, communicate, and correct unsafe behaviors.
- Reinforce safety concepts and principles.
- Utilize your Stop Work Authority, as necessary, to suspend work and address a safety concern at any time.
- Understand that, as a Safety Observer, you will not perform any other work tasks outside of your specific role and responsibilities.
This person will be hired on as a long term indefinite consultant of Actalent Services. This is a Full-Time W-2 position where you would receive an hourly wage, holiday pay, PTO/Vacation, Benefits (Health, Dental, Vision insurance), and 401k.

Qualifications: - Ideally local to Greater Dayton, OH area
- OSHA 30 certification or equivalent work experience. (open to OSHA 10 and willingness to obtain 30)
- Safety experience in Substation, Transmission or construction is preferred.
- Ability to document the following items on a daily basis:
o Workers Observed
o JSA and pre-job briefing
o Scope of work performed
o Whether or not the crews work practices are meeting required standards
o If any safety hazards were identified and/or mitigated
o Any activity requiring a Stop Work Authority
- Personal vehicle and ability/willingness to travel within AES Ohio’s service territory.
- Ability to work overtime and Holiday’s, as needed.
- Ability to work outdoors and in inclement weather, as needed.
