POSITION TITLE: Purchasing Supervisor

REPORTS TO: Senior Supply Chain Manager

POSITION SUMMARY:

Work with senior manager to assist in coordinating all facets throughout the Supply Chain. Assist in sub-contract management, including sub-contract MSA execution agreements, vendor evaluation and setup along with various general administration duties of the department. Oversight of field buyers and their project responsibilities including project close-out.

FUNCTIONS OF THE JOB

Essential Functions

1. Responsible for activities involved with the procurement of Information via Viewpoint software.
2. Prepare annual bid surveys by spend category.
3. Identify, evaluate, prepare, and execute the subcontract selection process and all correlating change orders and final contract close-out.
4. Clarification of purchase request(s), requisition(s), orders, and invoices.
5. Ensure subcontractor's compliance with established Policies and Procedures.
6. Supervise and guide the field buyers, including training, project placement, performance evaluation, and purchasing compliance.
7. Process requisitions for all divisions, including Negotiating contracts, terms, and conditions with suppliers to secure preferable pricing and contractual agreements.
8. Complete Monthly Purchase Order close-out procedures.
9. Collaborate with cross-functional teams, including accounting, operations, and quality assurance, to ensure alignment and effective communication throughout the procurement process.
10. Working in accordance with company policies and statutory obligations.

Marginal Functions

1. Assist Senior Supply Chain Manager with purchasing duties as needed, including coverage during absence.
2. Carry out other assignments as requested by the Vice President and General Manager, as needed.

POSITION QUALIFICATION REQUIREMENTS

Knowledge:

Technical or business degree or equivalent combination of education and/or related

experience. Knowledge of procurement techniques, procedures, policies, accounting and business contract laws is required.

Experience:

Prefer 7 years or more of extensive construction contract experience with construction purchasing experience and responsibilities.

Machines, Tools, Equipment and Work Aids: (Which may be representative but not all inclusive of those commonly associated with this position.)

Computer hardware and software, including Viewpoint ERP software, Microsoft Office (Windows, Excel, Word, Access, and PowerPoint); internet use and innovation. Ability to learn other software, if required, with company-provided training.

License(s)/Certification(s) Required:

Valid state-issued driver's license; Contract Management Certification. TWIC will be required.
