Job Description and Duties

The California Department of Social Services (CDSS) Legal Division is recruiting to fill one permanent full time Attorney Supervisor position in the Community Care Licensing Enforcement Branch, Sacramento Unit. The office location for this position is in Sacramento. This position allows for a Hybrid work environment with telework at an alternative work location. An alternative work location would be the employee’s residence. For travel purposes, reimbursement would be based on the office location.

The Attorney Supervisor is an expert in the laws, rules and regulations relating to community care licensing programs and children’s residential programs. The Attorney Supervisor is also an expert regarding the presentation of evidence and argument of cases before the Office of Administrative Hearings and State Hearings Division. As an expert in the laws relating to these programs, the Attorney Supervisor supervises legal staff that research, analyze and draft legal work in support of these programs. The Attorney Supervisor also consults with and advises Department and county employees and agents.

The Attorney Supervisor will supervise, direct the workload of and evaluate the performance of subordinate attorneys and paralegals and act in a lead capacity in the Assistant Chief Counsel’s absence. The Attorney Supervisor develops strategies and tactics in the most complex disputes and litigation regarding license revocations and denial hearings.

Additionally, the Attorney Supervisor may personally perform the most difficult & complex litigation, negotiations, hearings, and legal research. Cases often involve issues of abuse and neglect of children and dependent adults.

Travel will be required.

Please Note:  A Statement of Qualifications or Supplemental Questionnaire must be submitted along with your application in order to be considered for this position.

Applicants must also attach a SUMMARY OF QUALIFICATIONS (SOQ), which shall be no longer than two pages (12-point type), cover letter, and a resume. The SOQ is a narrative discussion of how the applicant’s education, training, experience, and skills meet the job description and duty statement for the position. The SOQ will also serve as documentation of your ability to present information clearly and concisely in writing, since this is a critical factor to successful job performance. Applications will be accepted from current members of the California State Bar who are currently employed in a California civil service position at the Attorney Supervisor level, who have current list eligibility for appointment to the Attorney Supervisor level, who have SROA/Surplus eligibility, or who have reinstatement rights to this level.


This position is subject to fingerprinting clearance by the Department of Justice.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
