We are seeking a financial leader to serve as the deputy finance officer for the Bureau of Finance and Management which is responsible for the day-to-day financial functions for the internal service bureaus in state government (Human Resources and Administration, Finance and Management, and Information and Telecommunications), including, cost accounting, setting rates, preparing and negotiating the Statewide Cost Allocation Plan (SWCAP), developing budgets, and handling the day-to-day billing and accounting functions of all bureaus. This position will supervise staff and serves as a strategic partner within the bureaus, which combine to have nearly 700 staff members and annual expenses of over $300 million.
This is a full-time position with the Executive Management Finance Office EMFO, a division of the Bureau of Finance and Management (BFM) of the State of South Dakota. Duties include, but are not limited to:
- preparing and managing bureau budgets;
- analyzing revenues and expenditures to ensure proper cash flow and compliance with law, regulations, and policy;
- lobbying and testifying before committees of the South Dakota Legislature pertaining to fiscal matters of the bureaus;
- overseeing the preparation of quarterly and annual financial statements of the bureaus;
- establishing rates charged to entities that use the services of the bureaus;
- supervising staff responsible for the day-to-day accounting functions of the bureaus, including, paying bills, creating, and maintaining a chart of accounts, interpreting state accounting policies, preparing revenue and expenditure corrections, tracking lease schedules, implementing internal controls, and performing all other accounting responsibilities; and
- serving as the Internal Control Officer for the bureaus.
The Ideal Candidate Will Have: A bachelor's degree in accounting or related business degree with coursework in accounting and management experience is preferred. A Master of Professional Accountancy or a Certified Public Accountant designation is beneficial but not required.
Knowledge of:
- Generally Accepted Accounting Principles (GAAP);
- principles and practices of fiscal administration and budget techniques;
- computerized accounting software, Microsoft Excel, Word, Query, and other desktop tools;
- governmental accounting;
- accounting and reporting systems.
Ability to:
- communicate information clearly and concisely;
- write technical reports or other documents based upon research, investigation, and/or analysis;
- interpret and apply policies, business practices, federal and state laws and regulation, etc. in performing analysis;
- establish and maintain effective working relationships with others;
- develop recommendations designed to improve efficiency and effectiveness;
- work collaboratively with a variety of groups on fiscal and policy issues;
- lead and direct teams in various business functions;
- supervise staff;
- work within a team environment.

EMFO team members work together and receive training to comply with all regulations and requirements. Work in this position meets the requirements for CPA licensure for employees who wish to seek the designation. This position is located in Pierre; moving assistance is available if relocation is necessary. There is little to no travel required in this position.
