Job description
Summary:
Supervise, plan and coordinate the daily maintenance activities of the main wastewater treatment plant, collection system and bio solids processing facilities.
Duties and Responsibilities:

Maintenance
Plans, directs, and coordinates maintenance of the collection system, wastewater treatment and biosolids facilities and equipment.
Inspects the work of assigned staff to maintain quality control.
Utilize and maintain the Computerized Maintenance Management System (CMMS) to effectively create historical trends for personnel, equipment and inventory management.
Prepares schedules and work assignments to achieve the most efficient use of staff resources.
Acquires materials and supplies and tools required to maintain buildings and equipment.
Recommend improvements and/or modification of equipment and systems. Research and investigate mechanical problems to ascertain the need for replacement, repair and/or upgrade of equipment including making recommendations for new equipment.
Routinely inspect the equipment and facilities to assure proper maintenance procedures are being used, implementing the concepts of predictive/preventive maintenance.
Manage and assures adequacy of the associated spare parts inventory.
Assures the correctness and timeliness of both paper and electronic reports.
Project Management and Coordination
Assists in the development of specifications and bid documents for procurement and performs new equipment installation and troubleshooting
Assist Engineering Department with the preparation of plans and specification on associated projects. Review consultants project plans and proposals for adequacy and scheduling including recommendations. Perform project management and contract administration duties on projects as assigned.
Assist with the preparation and administration of the departmental budget.
Safety, Staffing, and Training
Assumes responsibility for administration of the District's Safety program for the Maintenance department.
Ensures that written JSAs are available for preventative maintenance work and supervises preparation of JSAs for unusual situations as they arise.
Develops and implements a formal on the job training program for existing and new operators. Institutes a culture and practice of trained maintenance personnel taking ownership of facilities and equipment by determining and performing necessary adjustments within their assigned areas of responsibility.
Responds to emergency situations and includes emergency training and simulations in ongoing maintenance personnel training.
Works with supervisors and managers in other departments to achieve District goals.
Maintains proficiency by attending conferences and meetings, reviewing reports, reading job related materials, and meeting with others in areas of similar responsibility.
Supervisory Responsibilities:
Directly supervises union and non-union maintenance staff and other personnel as assigned.
Carries out supervisory responsibilities in accordance with the District's policies and
Applicable laws. Responsibilities include interviewing, selecting and training employees; assigning work; monitoring performance; coaching and disciplining employees; addressing complaints and resolving problems.
Assumes duties of other Maintenance Supervisors in their absence.
Qualifications:

Education and Experience:
High School or General Education Diploma (GED) and eight years experience in the maintenance of an industrial and/or wastewater treatment plant. Supervisory experience, a technical degree in a related field and completion of the District's maintenance apprenticeship program are desirable.
Language Skills:
Ability to read and interpret documents such as plans, specifications, safety rules, operating and maintenance instructions, and procedure manuals. Must have the ability to write routine reports and correspondence. Must be able to speak effectively before groups of employees.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute flow rate, volume, pump curves, and percent and to draw and interpret graphs.
Reasoning Ability:
Must have the ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Certificates, Licenses, and Registrations:
Valid Illinois CDL driver's license is required.
Membership and participation in the Association of Facilities Engineers and/or other technical/professional associations is desirable.
Other Skills and Abilities:
Proficient knowledge of Microsoft Office including Excel, Word, Outlook and PowerPoint and Computerized Maintenance Management Systems required. Must be familiar with the terminology of common use in the construction industry, electrical field and/or general maintenance terms used in industry and common use in the wastewater treatment industry.

While performing the duties of this job, the employee is regularly required to talk, hear and read. The employee is frequently required to stand, walk (non-paved areas), sit, climb, balance, use hands to handle or feel, reach with hands and arms and smell. The employee is occasionally required to stoop, knee, crouch or crawl. The employee may also be required to enter confined spaces and navigate construction in progress areas.
The employee must occasionally lift or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception and the ability to focus.

While performing the duties of this job, the employee frequently works near moving mechanical parts, and in an environment typical of an activated sludge wastewater treatment plant facility. These conditions include; wet humid conditions (non-weather related), high precarious places, exposure to toxic and/or caustic conditions, risk of electrical shock, fumes, air borne particles and outdoor weather conditions.
The noise level in the work environment is usually moderate with periodical exposure to very loud noise levels for short duration.
