Pay


This position is an Executive position at pay grade 316.


Attendance


Non-rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed.

Overview


The Director of Human Resources will provide comprehensive, executive level leadership to internal and external customers by ensuring compliance with City policies and procedures, applicable local, State, and Federal laws, ordinances, and Civil Service Rules. This position communicates with executive leadership on personnel issues and provides guidance to City departments regarding issues in Human Resources specialty areas of Compensation, Recruitment and Selection, Performance Management and Development, Employee Relations, Employee Benefits, and Operations.


Responsibilities


• Develops and implement policies and procedures required to ensure City wide compliance with laws, policies, ordinances, and Civil Service rules


• Develops and implements City policies consistent with Civil Service Board Rules and administers portions of collective bargaining agreements related to wages, benefits, promotions, grievances, and disciplinary appeals


• Manages the development and implementation of departmental goals, objectives, policies, and priorities


• Meets with management staff to identify and resolve problems; assigns projects and programmatic areas of reasonability; and reviews and evaluates work methods and procedures


• Oversees and advises executive leadership on strategic initiatives pertaining to the organizational infrastructure of business units and divisions


• Oversees the administration of the Classification and Compensation Plan by developing and implementing procedures designed to ensure internal equity and market competitiveness


• Oversees the administration of self-funded employee health benefit plans and wellness programs


• Oversees forecasting and cost estimates to changes in Civilian, Police, or Fire Pay Plans in respect to wages and benefit plans


• Provides strong financial management and manages department budget ensuring compliance to financial procedures


• Oversees procurement and contract development operations for the department


• Provides oversight to ensure all department agenda items are properly communicated and implemented


• Attends Council meetings and provides expert input on Human Resources department and services


• Oversees the professional development of City employees


• Ensures the provision of training programs of City policies and procedures as well as development opportunities


• Implements and maintains a performance evaluation system that complies with the professionally accepted theories for evaluating employees and encourages employee accountability and development


• Monitors and evaluates quality, efficiency, and effectiveness of Human Resources programs, service delivery methods, and procedures, and works with divisional managers on continuous improvement of City services


• Oversees grievance procedures and disciplines in a fair and consistent manner by supervising and providing guidance to staff conducting investigations


• Serves as Secretary of the Civil Service Board for the City of Corpus Christi


• Communicates with Police and Fire Department Union leaders on workforce issues for resolution


• Acts as a professional resources and advisor to employees and executive management on a regular basis and in special committees regarding Human Resources programs


• Represents the department in a professional manner


• Meets with City management, Civil Service commission, Union representatives, Mayor, and Council members


• Provides assistance to executive level leadership


• Participates on a variety of committees


• Participates in labor negotiations and management activities for collective bargaining agreements


• Prepares and presents staff reports to executives in internal meetings and elected officials in Council meetings


• May be asked to perform other duties as assigned


Qualifications


• Requires a Bachelor's Degree (BA/BS)


• Minimum of ten (10) years of experience


• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating


Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
