PAY RANGE $116,000 - $139,000 Annual Salary - Pay based on applicable experience and qualifications
POSITION OVERVIEW The Associate Director, Supportive Housing plays a critical role in shaping and implementing MidPen Services' supportive housing strategies across a diverse, 12-county portfolio. The Associate Director oversees third party services relationships, where MidPen residents receive on-site health and social programs from an external partner, including evaluating the effectiveness of these partnerships and their alignment with MidPen Services. As such, the Associate Director develops and maintains strong relationships with third party service providers and ensures adherence to third party partner contract terms including reporting, compliance and follow- up.
The Associate Director also manages a team of Program Managers who manage onsite case management teams of Case Managers and Harm Reduction Specialists to ensure that Program Managers build the capacity of MidPen staff working with high-acuity residents to minimize crisis and support stable housing.
This is a hybrid position, based on current MidPen policy of working Tuesdays and Thursdays in the East Bay Office. Monday, Wednesday and Friday, option to work from home or the office. When working from home, requires a reliable internet connection.
ESSENTIAL DUTIES Program Efficacy & Efficiency
- Oversees day-to-day operations of programming at all permanent supportive housing properties and for high-acuity populations at family and senior properties by providing programmatic coaching to staff and ensuring high-quality program deployment
- Partners with peers in Property Management to address site-level or portfolio-level challenges at permanent supportive housing sites within assigned portfolio
- Recommends operational, procedural and policy changes needed to improve program efficacy and quality, to achieve contract outcomes, to deliver exceptional customer service and to manage risk
- Ensures adherence to funding source guidelines and requirements and Agency policies in reporting, and operations
- Monitors revenues and expenses against property budgets and contract terms and informs Senior Director, Supportive Housing of operational opportunities and challenges arising from different funding sources
Effective Team Building
- Manages a team of Program Managers who collectively manage Case Managers I and II along with Harm Reduction Specialists to support X residents at Y permanent supportive properties
- Sets expectations for the staff experience and coaches and supports Program Managers to ensure consistency in hiring, onboarding, performance management and professional development practices
- Ensures a healthy team culture that models MidPen's core values and diversity, equity, inclusion and belonging principles
- Provides input to Senior Director, Supportive Housing on permanent supportive housing talent strategy and related decisions about staffing ratios, fixed vs. flexible capacity, and the mix of skills required to meet property-level needs
Partnerships and Advocacy
- Manages day-to-day relationships with contracted third-party service partners within assigned portfolio and ensures mutual accountability against contract terms and a regular cycle of feedback about performance and continuous improvement opportunities
- Ensure timely and accurate contract renewals including a periodic review of contract terms requiring adjustment or amendment
- Oversees the 6- to 24-month stabilization period for newly-leased permanent supportive housing properties
- Serves as proxy for the Senior Director, Supportive Housing when needed in external meetings
Property Development
- Ensure the Property Development team has Resident Services' support in community engagement efforts, the entitlement process, and in funding applications
- Represents the needs of the Resident Services team in property development milestone meetings when the Senior Director, Resident Services cannot attend
Data-driven decision-making
- Regularly shares data and insight on housing retention and resident outcomes with internal parties to inform refinements to MidPen's approach to supportive housing
- Ensures high-quality and compliant data entry and data reporting for properties and staff within assigned portfolio including establishing QA practices and routines
- Ensures integrity of data sharing agreements and practices with third-party partners
- Performs other assignments as requested
QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.
Education and Experience - M.S.W. or M.A. degree in psychology, counseling or a related field
- Minimum five (5) years' experience in a similar role working with supportive services including supervisory experience providing services for those with mental illness, substance use disorder, co-occurring disorder, and/or histories of homelessness or residents at-risk of homelessness
- Experience with collaborating with local service providers and assisting with implementing programming
Knowledge, Skills, and Abilities - Must demonstrate solid judgment, discretion, and problem- solving skills when working with families and students
- Demonstrated ability to communicate professionally and effectively via phone and in writing with site staff and cross-functional internal partners, residents, public agencies, and members of the community
- Ability to complete assigned tasks independently and ability to meet deadlines using demonstrated time management skills
- Demonstrated expert proficiency using Microsoft Office (i.e., Excel, Word, PowerPoint, and Outlook)
- Willingness to learn and a demonstrated commitment to improving and staying abreast of exemplary practices in services related to special needs populations and supportive housing
- Must possess a valid California Driver's License, proof of current auto insurance, and reliable transportation
