Your Specific Responsibilities:

 

This is a highly responsible Accountant II position reporting to the Accounting Services Supervisor of the Florida Department of Health in Osceola County (FDOH-Osceola). The incumbent in this position performs with minimal supervision, a wide range of moderate to complex finance and accounting duties which are broad in objectives. This position is subject to time constraints and must be performed with a high rate of accuracy. Key responsibilities include: 1) Accounts Payable 2) Account Reconciliation 3) Journal entry corrections 4) Preparing and issuing AR invoices 5) Property Delegate. The employee must be able to use independent judgment and initiative as well as interact professionally with clients, staff, and the public. 
Essential functions are described as follows: 
1. Accounts Payable: All Accounts Payable duties must comply with Florida Statute, Title XIV Chapter 215.422 (prompt payment).
a) Works closely with appropriate staff to monitor the Accounts payable shared mailbox and ensure all incoming invoices are processed for payment
b) Works closely with procurement department in monitoring Aged Outstanding Encumbrances and outstanding P-Card purchase orders to reduce payment obligations.
c) Maintain a monthly services payable workbook and process all service agreement payments. 
d) Monitor and approve payment transactions as the accountant, processed thru state’s purchasing card system.
e) Monitor and approve payment transactions as the accountant, processed thru state’s procurement system.
f) Process payments into the state’s accounting system in compliance with accounting policies and procedures.
g) Prepares daily Voucher schedule packets and upload into state’s imaging system. Process all audited vouchers and submits to Department of Financial Services (DFS).
h) Process all refund applications in accordance with state and local policies and procedures.
i) Provide a copy of paid invoices to various departments upon request.
j) Adheres to State and local policies and procedures to ensure accurate and timely expense payment processing.

2. Account Reconciliations:
a) Verify daily bank deposits and record in the Daily Transport Transit Log.
b) Work closely with vendors as you reconcile all vendor statements and verify payment status is compliant with prompt payment policy.
c) Review and process all Interest Penalty Invoices and file in company general drive Accounts Payable folder.
d) Review and address monthly Outstanding Warrant Reconciliation report found in Bureau of Finance & Accounting SharePoint site for any warrants that are 3 months old that has not cleared our bank in accordance with all state and local policies.
e) Transit Account: Monitors account for revenue postings that have not been identified in a specific program and follows up to ensure money is either transferred to the appropriate program or refunded. Ensures transit account balance is “zeroed out” monthly.

3. Reimbursement Invoice Billing: 
Create and issue reimbursement quarterly invoices to various vendors following policies and procedures. All outgoing invoices are issued on FDOH-Osceola’s adopted template.

4. Correction and Reallocation Requests:
a) Process journal correction requests for program needs as directed by supervisor or Business Manager within defined standards.
b) Maintain supporting documentation for correcting entries that address all payroll and expense transactions.

5. Property Delegate: 
a) Ensures that all State Capital Assets are properly tagged and are recorded into state’s Asset Management System per established procedures.
b) Ensures that proper inventory is documented for both State and County each year.
c) Follows established procedures for the disposal of surplus/obsolete assets that are under the guardianship of the CHD.

6. Other Duties:
Performs other duties as assigned.

  6. Occasionally lift, carry, and move objects weighing approximately 5-50 pounds.

7. Calculate, post, and manage accounting figures and financial records
