Job description

GENERAL PURPOSE

As a statutory officer of the city, performs a variety of professional administrative, first-line supervisory and fiscal management duties related to receiving, controlling, and investing of City funds, managing, planning and coordinating all aspects of utility billing and utility collection functions Serves as custodian of the city treasury.

SUPERVISION RECEIVED

Works under the general supervision of the Administrative Services Director.

SUPERVISION EXERCISED

Provides close supervision and training to customer service representatives and utility clerks.

ESSENTIAL FUNCTIONS

Serves as the designated City Treasurer as defined in Utah State Code 10-6-141.

Organizes the treasury processes, procedures, and methods as needed to assure compliance with legal requirements of the office of city treasurer as defined in Utah Code, Utah Money Management Act; recommends policies as custodian of all money, including fines, fees, forfeitures, bonds and securities; coordinates the receiving, receipting and investment of all city revenues including money received from taxes, licenses, fines, special assessments and intergovernmental sources; issues summary reports verifying receipt of revenues.

Manages and directs investments in accordance with State laws and regulations; assures secure and safe keeping of investment certificates , assures investments comply with the City's established investment policy.

Assures the receipting of all monies into appropriate accounts; determines cash flow requirements to maximize the investment of City funds; assures availability of sufficient funds to cover city financial needs and issued checks; makes fund transfers as needed; prepares daily reports showing cash receipts and monitors running daily balance.

Custodian of all moneys, bonds and securities and maintains accurate and detailed account of the same; makes payment of bonds and interest coupons until fully paid; assures proper filing of canceled bond coupons; collects special taxes and assessments as provided by law and ordinance; maintains record of collections.; as needed, works closely with the Administrative Services Director and the City's financial advisors to set up bonds or capital leasing and review debt instruments and official statements of the City.

Monitors and reviews city revenue collections, including property taxes, sales tax, utilities, licenses, fees and intergovernmental revenues including Class "C" roads and federal grants; and analysis of historical data including statistical modeling and forecasting of city revenue.

Supervises and trains clerical personnel involved in the day-to-day process of issuing utility billings and receiving and receipting payments; monitors and evaluates employee performance; participates in the selection and hiring process; assures accuracy and quality of related recording keeping functions through review and work sample auditing; continually reviews clerical processes for improvement.

Negotiates with customers related to payment options and requirements; assist clerks with customers at counter and on the phone regarding City business; initiates collections on delinquent accounts; reviews and approves all adjustments to customer accounts.

Coordinates utility billing functions with Public Works and Public Utilities managers and supervisors as needed; cooperates as needed to create solutions to mutual problems or concerns.

Performs related duties as required.

MINIMUM QUALIFICATIONS

  1. Education and Experience:
  1. Graduation from an accredited college or university with a bachelor's degree in finance, accounting or a closely related field ;

AND

  1. Five (5) years of related experience including utility billing, investment related activities, financial reporting and forecasting or accounting; three years of which must have been in a supervisory capacity;

OR

  1. An equivalent combination of education and experience.
  1. Knowledge, Skills, and Abilities:

Considerable knowledge of municipal banking and investment practices and options ; laws and regulations governing receiving, accounting and investment of municipal funds; managing an investment portfolio and providing recommendations, monitoring and reporting on rates of return compared to an investment base line and/or objective; municipal government investment policies and procedures, treasury management, banking, investment risk analysis, cash management and asset protection; bond requirements and special district procedures; municipal organizations and department operations including applicable laws and regulations; the Utah Money Management Act and Uniform Municipal Fiscal Procedures Act; supervisory and management principles; conflict resolution principles; office practices and procedures including computers, software programs, 10-key, basic accounting, credit card and payment processing; municipal utilities (water, sewer, storm water, refuse, etc.), utility billing and collections; daily deposit slip creation and review; business and technical writing; operation of standard office equipment; mathematics related to investment and finance; and a working knowledge of various revenue sources available to local governments including state and federal sources.

Working knowledge of complex research methodology; internal control principles and methods of application; budgeting, accounting and related statistical procedures; general office maintenance and practices; computer accounting applications and various software programs; business and technical writing; operation of standard office equipment; mathematics related to investment and finance; interpersonal communication skills and telephone etiquette; public relations.

Skill in interpersonal communication; customer service; developing working relationships; the art of diplomacy and cooperative problem solving; prepare clear, concise and informative reports and presentations.

Ability to analyze a variety of financial problems and make recommendations; ability to manage an investment portfolio and provide recommendations, monitor and report on rates of return compared to an investments base line and/or objective; analyze complex accounting problems and make standard adjustments; operate various types of standard office equipment such as 10-key calculator, keyboard, etc.; operate personal computer in utilizing various programs to produce or compose formal documents, reports and records, charts and graphs; follow current policies and procedures and develop and implement new policies and procedures; communicate effectively verbally and in writing; develop effective working relationships with supervisors, fellow employees, the public, and subordinates; effectively supervise, train, coach, evaluate, motivate and discipline subordinates; resolve employee conflicts in a professional and courteous manner, build teamwork and help team members grow within their position,; deescalate, calm and provide effective solutions for customers while maintaining proper telephone etiquette and representing the City in a professional manner at all times; analyze problems and provide effective solutions in the workplace and with customers; maintain a positive attitude toward work, coworkers, managers, customers and all individuals with whom they interact; and maintain excellent public relations and maintain the City's positive image.

  1. Special Qualifications:

Must be bondable to a dollar limit prescribed by statute. Preference in recruitment may be given to applicants who are certified municipal treasurers or certified municipal financial advisor (CMFA).

  1. Work Environment:

Typical office setting with typical climate controls; light physical effort required; comfortable working conditions in office environment; intermittent sitting, standing and walking; significant amount of time viewing computer screen and keyboarding for data input and analysis; mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving; considerable exposure to high stress as a result of stringent reporting deadlines and contact with individuals in potentially difficult situations; more than regular working hours may be required on a seasonal basis, and in special situations.
