Job Duties
Purpose: Review and coordinate development and implementation of district's Six-Year Improvement Program (SYIP) by managing financial functions on construction and maintenance funded projects. Monitor project development. Ensure project estimates and schedules are in accordance with VDOT policies. Determine functional classification and federal eligibility. Program and transfer funds. Meet with district staff to ensure timely development and delivery of district and regional projects. Acts as coordinator for processing of federal management requests and quarterly expenditure certifications. Assists with training and staff development.

Minimum Qualifications
• Advanced knowledge of federal, state, and local transportation laws, regulations, policies and operations.
• Considerable experience monitoring, analyzing and reconciling programming and financial data.
• Advanced understanding of the interrelationships between project data, including phases,
schedules, and estimates, and the SYIP, SSYPs, STIP and TIPs, and federal strategy.
• Skill in the use of computers and software applications.
• Experience with transportation funding to include budgeting and finance
Additional Considerations
• Knowledge of VDOT's financial and project data management systems, including SYP,
PAM, Cardinal, Project Pool, Federal Strategy Database, and Project Closeout Database.
• Experience in financial management, highway design and engineering, roadway
construction, planning or programming.
• Certification in Project Management

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
