Role purpose
We are looking for an experienced and dynamic person to develop and lead Housing Policy Team to drive and assure business strategy and transformation.
You will lead the development of evidence-led cross-cutting corporate policy and practices, which align with the Council’s vision and values, unify strategies and objectives and can be implemented to provide value for money and improve outcomes for residents.
As a principal policy adviser to the Director of Housing and DMT Housing, you will provide high-level advice to inform strategic decisions on the Council's goals, service delivery and cost-effective use of resources. You will lead a range of multi-disciplinary reviews and projects and carry out some of the more sensitive or complex policy projects.

Ensure the recommendations from our resident-led commissions are built into policy development and how we work. Develop innovative policy strategies for service delivery in line with the council’s Vision.
Provide high level policy advice to senior officers to inform strategic decisions on the Council’s objectives, service delivery and use of resources.
Skills/ ExperienceUnderstanding of established project management lifecycles, methodologies, governance and frameworks. You may have a qualification in recognised methodologies e.g. PRINCE2, MSP, P3O, M_o_R, APM, Praxis etc.
Project, programme and portfolio management experience including reporting on robust governance arrangements, gate processes, risks & issues management and financial information.
Educated to at least first-degree level or equivalent experience.
Significant experience leading design and delivery of complex corporate policy that align and support organisational strategy.
Expert understanding of the key issues facing local government, the wider public sector and partners and of local, regional and national policy.
Ideally experience of working with enterprise-level PMO or demonstrable ability to become a leading expert for the Council.
ContractInitial 12 month contract with the opportunity to extend
Monday to Friday 9am to 5pm (Hybrid)
PAYE via Umbrella
Rate negotiable depending on experience
