Role overview:
Management of the commercial team within the Western region. Ensuring the team are responsible for cash management, minimising cost and maximising value through proactive analysis and facilitation of works packages and the building process to maximise the profitability of the business. Control and accurately report costs and future financial projections.
Role Scope:
Management of the commercial team within a region, working with the Regional Director and Senior Management team.
Quality
- Ensure the commercial team are adhering too and engaging with Quality Management system (ISO9001) and other company procedures as appropriate.
- Undertake sub-contractor performance reviews with the project team when required and at the end of project.
- Ensure site is clear, tidy, and compliant with corporate standards at all times. This is a clear indication that the site is running well and acts as an advert for our company; actively report any concerns to the Production Lead.
Financial
- Work closely with the preconstruction/estimating team ensuring new projects are procured efficiently and promptly, and feedback is provided on outturn costs on completed schemes.
- Actively participate and assist preconstruction in bid support through quality submissions, and tender price submission.
- Ensure surveyors produce a contract sum analysis and cash flow allowing a positive cash flow is maintained for the project to achieve a minimum of 10% overvalue.
- Ensure valuations are issued in a timely fashion, to maximise cash position, hold responsibility monitoring the pursuit of timely payments
- Ensure retention payments are obtained on completion of Practical Completion and Making good Defects Certificate being issued.
- To ensure sub-contractor valuations and payments in line within the subcontract conditions and Hill payment protocol
- Ensuring the surveying team pursue potential savings ensuring they remain in accordance with the employer’s requirements, and in accordance with the Hill tender budget.
- Approval of subcontract orders ensuring they are compliant with drawings and employers requirements including any appendices. Drawings are to be clearly listed within the subcontract
- Approval of buying analysis prior to order being placed, ensuring that all commercial aspects have been considered in the preparation of the proposal.
- Ensuring timely subcontract orders in accordance with the agreed procurement schedule.
- Actively review and ensure subcontract administration and terms are adopted.
- Ensuring the timely valuation and re-measurement of the subcontract accounts are undertaken, in accordance with the agreed terms and conditions of the sub-contract agreement
- Approval of subcontractor final accounts prior to their conclusion between the surveyor/subcontractor in accordance with the Hill Scheme of Delegation.
- Ensure timely payments of sub-contractors, in accordance with internal payment protocol, and agreed terms and conditions of the subcontract agreement
- Review CVCs ensuring accurate forecasts are produced and that these are reviewed with the production team, for approval by the regional director.
- Assist the Regional Director in the revenue forecasting of the Regional business unit.
- Ensure project outturn cost sheets are issued by the surveyor upon completion of the contract
- Ensure external final accounts with client/agent, are agreed, and obtain final account statement for regional director approval.
- Resolve any Client contractual matters.
Success Measures:
- Actively engage with Clients and Employers Agent to progresses any potential leads for new business
- Acts as a Health & Safety advocate for the company and actively promotes health and safety and environmental issues in line with Hill Group
- Leadership skills that demonstrate responsibility for delivery across all areas of the commercial discipline and lead by example.
- The Regional projects are delivered in accordance with contractual requirements
- Procurement targets allow construction target programmes to be achieved and sub-contractors share the responsibility of achieving the programmed dates
- Procurement progress is monitored closely via monthly reviews, status reports are consistently up to date and available.
- Takes responsibility for knowledge sharing and sharing of best practise across the Hill Group.
- Design principles are established in line with the control document and standard details.
- Relevant reports are produced in a timely and accurate manner for the Regional Director.
- Buying analysis is accurate and the subcontract order is in line with requirements.
- Ownership of the Commercial aspect of significant customer care/ latent defects
- Demonstrates responsibility for the Quality of build
- CVCs are accurate.
- Production of Main Contracts for new projects, and/or review proposed Contract terms from external clients.
- Responsibility for regional cash flow / cash collection and revenue forecasts.
- Oversight of Final accounts and relevant processes.
- Ensuring variations are accurately valued.
Skills, Experience and Attributes:
- Degree Qualified/NVQ level 7 in Construction Management or equivalent
- Chartered Membership of a Professional Body
- Experience of and credentials to be an Appointed Person
- Knowledge and competence to meet the CDM Regulations for Principal Designers
- Strong experience in Value Engineering
- Experience in Traditional Construction, Concrete Frame, MMC & OSM
- Understanding financial & contractual structure of construction projects
- Demonstrable track record of managing costs on large complex schemes to Time and Budget
- Knowledge of BIM
- Working knowledge of NHBC and Building Regs
- Contract resolution experience
- Strong communications skills and ability to motivate and inspire a team
- Builds solid relationships and works collaboratively to deliver across teams and partners
- Excellent people management experience of large teams across complex projects
- Share’s expertise, coaches and mentors others to ensure Commercial team are competent and compliant
- Strong Microsoft office skills, Mardak, Causeway and Dalux
