Chief Executive Officer

The Parole Board

Location

Wales, South Yorkshire | United Kingdom

Job description

The Parole Board is an independent body that works with other criminal justice agencies to protect the public by carrying out risk assessments of the most serious and complex prisoners to determine whether they can be safely released into the community, or not. Public protection is, and always will be, our top priority. The Board’s work is of critical importance to public safety, victims and their families and individual prisoners. The Board also has a wider role to play in maintaining public confidence in the justice system.

As CEO of the Parole Board, you will play a key role in leading and directing the work of the Parole Board and its 220 staff and its 315 members who are public appointees.

The Board has begun a period of modernisation to help it deliver significant improvements following the Root and Branch Review of the Parole System in 2022, and further transformation may be needed in response to the Victims and Prisoners Bill. Alongside this the workload and membership has grown as the prison population is now greater than it has ever been. The successful candidate will, therefore, need to be a strong and inclusive leader who can work across a range of challenges and provide fresh insight.

A priority for the new CEO will be, alongside the Chair, formulating and delivering a strategy that brings innovation, delivers value for money, and maintains public confidence.

About the role

The post represents an exciting opportunity to lead a highly regarded organisation, to help it maximise its impact within Whitehall and deliver real results. To be successful in the role, the CEO will be a very experienced and successful leader, capable of organising, facilitating, and motivating members, employees and stakeholders alike.

A key responsibility of the CEO is ensuring that a complex system, which interfaces with a number of other stakeholders, works efficiently and safely. To be effective, the CEO must be able to foster strong joint working with colleagues across the system.

The CEO also acts as Accounting Officer for the Parole Board and is accountable directly to Parliament for the Board’s performance and its annual expenditure of around £26 million.

The CEO is the only executive member of the Management Committee which oversees the future strategy, direction and management of the organisation.

The role of CEO of the Parole Board is high profile and demanding, requiring proven calm leadership and exceptional stakeholder management skills, to manage the significant legal and reputational risk. The role is a senior advisory and influencing role, operating in a complex environment, and dealing with a wide range of changing issues.

Balancing transparency with fairness to all parties whilst maintaining public confidence is delicate and a key role of the CEO.

Interview dates: Monday 29 and Tuesday 30 April 2024.

Closing date: 23:55, Sunday 17 March 2024.
