Job description

Our client seeks a Policy Advisor to join their team. Role Profile: In conjunction with the Senior Policy Adviser - Legal & Policy Division, to identify, research and prepare policy recommendations across all areas of regulated activity and non-regulated activity (as appropriate) to maintain and enhance the effectiveness and efficiency of the regulatory framework, including the drafting of secondary legislation, policies, guidance and procedures, and the preparation of drafting instructions for primary legislation for review. Key Responsibilities: Identify areas of policy, guidance, primary or secondary legislation within the regulatory framework which require initiation, development or amendment. Research identified areas and manage projects and consultations, liaising with relevant internal and external stakeholders (as required) and make recommendations as appropriate. Draft secondary legislation, prepare drafting instructions for, and coordinate primary legislation and manage the consultation process, preparing briefing papers for Tynwald members etc., liaising with external parties as appropriate. Assess new regulatory developments, including international developments and, where appropriate, propose changes or enhancements to the regulatory framework. Consider relevant legislative and policy proposals. Manage the exercise of the departments functions in areas including Isle of Man company law (such as auditor oversight and recognised auditors), complaints against the Authority and delegation of functions from the Board. Negotiate memoranda of understanding and related agreements with other regulatory bodies to support domestic and international cooperation. Develop and maintain effective relationships with external stakeholders, including the financial services sector, other regulatory authorities, the Isle of Man Government and law enforcement agencies. Develop and maintain effective relationships with internal stakeholders and provide advice and assistance on the regulatory framework and other policy matters. Promote the policy initiatives and developments by representing the Authority in meetings, giving presentations and delivering speeches (as required). Provide support to other areas of the Legal & Policy Division where necessary, which may include supporting staff working on legal, policy, project, information governance or risk related matters. Work on special projects where necessary. Ensure efficient use of the Authority's resources. Ensure internal systems, policies and procedures are maintained and followed, including those of the Legal & Policy Division and the wider Authority. Take part in various internal and external working groups (as required). Comply with the requirements set out in the Staff Handbook and other operational policies and procedures issued. Develop and maintain a positive professional culture within the Authority. Contribute to the assessment and management of risks within the Legal & Policy Division and the wider Authority. Key skills and experience: Essential Hold, or be working towards a relevant professional qualification. Evidence of Continual Professional Development.
