Overall Purpose of Job
To manage the strategic and operational delivery of the Councils Operational Waste Collections Services in an efficient and effective manner.
The post holder will have accountability for delivering improved environmental outcomes for residents to support the achievement of the Authority’s corporate objectives.

Job Summary
? To work alongside other senior managers within the Public Realm Service, reporting to the Director of Public Realm to provide comprehensive and effective Waste Collections Services to the residents and businesses of the Borough, ensuring high quality services and advice and ensure that the Council’s legal responsibilities are being met in accordance with Council Policy.
? To lead and manage a team of operations and technical Officers in excess of 150 FTE ensuring the delivery of high technical and professional standards and the effective management and motivation of staff.
? To manage the waste and recycling collections services to all domestic properties in the borough, driving improved outcomes, increased efficiency, managing risks and ensuring value for money.
? To manage the Council’s Commercial Waste collection service, generating an income for the Council in excess of £2.4m per annum
? To manage the Council’s responsibilities in relation to winter maintenance (road gritting) services, ensuring compliance with all relevant legislations and services are deployed as required.
? To provide professional advice and develop policy, projects and initiatives relating to improved environmental standards, reduction in household waste, increasing recycling and related environmental quality issues.
? To ensure that a robust environmental quality monitoring framework is in place. That key performance and corporate indicators are tracked and are acted on.
? To develop operational polices and strategies for the delivery of these services, formulating service and business plans to ensure that resources are managed in accordance with Departmental and Council priorities.
? To contribute to the effective running of the Public Realm Service and participate in the formulation of Service objectives to ensure the implementation of corporate policies.
? The post holder will represent the Council in all matters relating to the work in their respective areas within the Public Realm Service.
? The post holder will take responsibility for managing, coordinating and accounting for all approved budgets including any grant monies and other income sources.
? To support the delivery of the boroughs climate policy agenda, reducing carbon emissions and proactively seeking opportunities to improve the sustainability of the service.
? To be a member of the Public Realm Management Team

Job Context

  1. The post-holder reports to the Director of Public Realm.
  2. Provide strategic leadership and ensure a customer focussed, effective and efficient provision of a comprehensive range of Public Realm and environmental management and service development.
  3. To provide policy advice to the Chief Executive, Corporate Management team, the Mayor, Cabinet, Overview and Scrutiny, all Members of the Council.
  4. The post holder will be required to attend meetings with Cabinet Members, the Senior Leadership Team and Cabinet meetings.
  5. As a Cost Centre Manager, to prepare monitor and manage major capital and revenue budgets for the Service and ensure that resources are managed in accordance with Council requirements.
  6. To work evenings, weekends and occasional public holidays, in order to meet service requirements as required.
  7. To be responsible for the application of Health & Safety practices within the daily operations of their respective area, sharing a common responsibility for Health & Safety across the Service, Directorate and Authority as a whole.
  8. To deputise for the Director of Public Realm as required and to undertake specific pieces of management, project or policy development work within other areas of Environment and Sustainable Transport, as may be required from time to time.
