About the role:
To organise and monitor the Training and Development of new entrants to the Construction Industry, following Specialist Applied–skills Programmes (SAP), to maximise the number of successfully completed programmes in accordance with individual and CITB requirements.

Ensuring that:
Learners registering on SAP programmes meet the necessary criteria for
Employers are aware of their obligations in respect of sponsoring Learners on SAP’s.
Learners are aware of their obligations in respect of following a
Ensuring training resource including premises, materials, equipment and personnel are safe and adequate to maintain the level of quality provision required.
All requirements in respect of Safeguarding of Learners are fully implemented and
Learner individual learning plans are developed and monitored
Learner monitoring programmes are developed, implemented and maintained as appropriate, including informing other interested parties.
Progress of Learners is monitored and reported as required and all data recorded in line with departmental and organisational procedures.
Progress of Learners is reported to relevant trade bodies as
Communications are maintained across CITB to ensure sufficiency of support provision for Learner recruitment and progress monitoring.
Communications are maintained with providers, to ensure they are aware of the most up to date and relevant information concerning CITB
Programme content is monitored and feedback provided where needs for change and updating are identified.
Consistency of process and sharing of best practice is maintained through regular communication with NSAC and the wider CITB.
Opportunities for promoting other CITB products are identified and passed
Provide employers with the necessary guidance on H&S and other responsibilities required when employing a- SAP new entrant.
Induct Learners, develop individual action plans and advise them of responsibilities to be addressed when following a SAP.
Ensure all requirements in respect of Safeguarding are in place including providers and accommodation where appropriate.
Liaise with NSAC linked sector training providers to ensure quality of delivery and provision.
Develop, introduce and maintain programmes and timetables of delivery to ensure sufficiency of Learner monitoring.
Ensure that all necessary monitoring and reporting documentation is maintained and recorded in accordance with NSAC policies and procedures.
Support Learner progress as appropriate to ensure that departmental and organisational targets are met.
Meet departmental targets in respect of Learner recruitment, monitoring and achievement.
Customer Excellence
Internal communication with CITB staff is a requirement to ensure maximum support for Sector Training Providers is available.
Regular communication with trade bodies is a requirement to ensure programmes are delivered to timetable and progress of apprentices linked to members is reported.
Need to establish and maintain relationships, through regular communication, with delivery team. AO’s to obtain support where required with site monitoring visits.
Advising providers on issues arising which may need addressing in respect of training delivery.
Document and report any concerns, issues, opportunities or threats to delivery to the Specialist Training Manager.
Decision Making:
Validation of learner and employer eligibility
Progress of Learners is monitored in line with programme and expected completion dates to maximise learner retention and achievement rates.
Ensure that targets and benchmarks are met to provide a consistent customer service and experience as well as meeting departmental targets.
Safeguarding decision, escalation routes and recording of incidents as per safeguarding policy and procedures
Promote and share best practice and make suggestions for improved working practices internally and across the organisation.
Ensure items of concern relating to external partners are raised with SAP Team Leader as appropriate
Ensure items of concern relating to service delivery from internal departments and directorates are raised with SAP Team Leader.
Business Impact:
This role requires a level of commercial awareness around the delivery of and objectives of the SAP programme
This role has no financial budget management
Change Management:
Monitor progress of individual SAP programmes and report regularly to ensure alignment with federations support strategy.
Identify improvements that will specifically improve internal and external process for delivering SAP programmes.
Ensure that the implications, impact and timescales for changes including interdependencies and conflicts are identified and managed effectively.
