To determine the overall approach to procurement through the ongoing development of a procurement strategy and procurement policy
To have a strategic responsibility for all aspects of contracting and purchasing. This will include direct management of all formal tendering for significant goods and services in terms of specification, tendering award management review
To provide professional advice, guidance and support to senior managers of all aspects of procurement
To make a proactive contribution to the development of both regional and national contracts ensuring that the interests of the organisation are fully represented
To ensure that the organisation complies with statutory and regulatory requirements. In particular providing comprehensive advice on the implications of and procedures with European Union Directives relating to procurement
To establish and manage contract monitoring procedures to evaluate contract performance and to provide the basis for corrective action or variations to contract
To prepare and implement a training strategy for all staff involved in the procurement process
To develop a range of performance indicators/targets in respect of the procurement process
Preparing and issuing Invitation to Tender documentation including terms and conditions of contract pricing schedule and specification
Implementing the award of contract procedure including, for example, issue of Award of Contract/Rejection letters and formulating of final contracts
Preparing and issuing all variations to contracts
Preparation of Contract User Guides where wide contracts have been established by the Procurement Officer where regional or national police contracts are agreed to be utilised
