Performance Manager Children’s Social Care & Education
MAIN PURPOSE:
- To develop and deliver a comprehensive business intelligence function to inform strategic and operational planning and key decision making.
- To ensure strategic performance management information relating to key statutory services including Adult and Children’s Social Care, Housing and Education management oversight is comprehensive and robust leading to continuous improvement
- To lead on the provision of high quality performance information to, front line managers through to governance bodies to support the embedding of a performance culture and the continuous improvement of services.
- To lead on collaborative work with partner agencies to maximise the intelligence available for planning and performance management purposes. Including developing multi-agency data sharing hubs and protocols
- To lead on the delivery, and ensure the quality, of all relevant statutory returns to government and the provision of data and information required by external regulators.
SKILLS & ABILITIES
- Skills in developing and operating within performance management frameworks.
- Highly developed ICT skills in the manipulation, analysis and reporting of data
- Ability to specify ICT systems to deliver appropriate data for performance management and statutory return purposes.
- Proven written and oral communication skills.
- Good interpersonal skills with established negotiation and influencing skills.
- Proven problem solving skills with the capacity to devise and implement innovative solutions.
- Well developed analytical skills.
- Good management skills including a proven ability to coach and enable staff to improve ICT and reporting skills.
- Strong commitment to collaborative working and proven ability to work collaboratively across services and agencies.
Ability to work flexibly and under pressure and possessing proven prioritisation skills.
KNOWLEDGE
- Detailed knowledge of either Children and Education or Adults and Housing services, their legislative and regulatory frameworks and their operating models.
- Detailed knowledge of the types of performance information required to support the performance management of services.
- Detailed knowledge of the statutory returns frameworks in respect of either Children’s Social Care and Education or Adults’ Social Care and Housing services.
EXPERIENCE - Experience of managing a performance function in a local government /similar.
- Experience of leading the delivery of statutory returns to government.
- Experience of the design and delivery of training and packages of continuous professional development to professionals.
