Due to an increase in workload and some major project wins we have an exciting new opportunity for a Commissioning Manager to join our team based on one of our customer sites in Harlow, Essex.
Responsibilities
The role involves the management of the commissioning processes associated with MEP Services, from project inception through to installation, full testing, and commissioning, proving of successful integration, demonstration, handover, sign off and training of the systems to the client and their appointed representatives.
Pre- Construction Phase:
1. Act as Commissioning (CX) Manager lead and manage of the commissioning process.
a. Undertake commission-ability and produce commission-ability report including commissioning reviews of drawings, schematics, specification, and manufacturers proposals.
2. Produce design review reports highlighting any additional requirement to assist commissioning on site.
3. Produce a detailed Commissioning Plan and Commissioning Strategy documentation including:
a. Systems commissioning requirement outline with commissioning process required including completion and
documentation of each of the testing levels, in accordance with project requirements in the following order:
· Level 1 Product Testing (Factory Acceptance Test – FAT)
· Level 2 Component Verification
· Level 3 Field Inspections and Certifications/System Installation Verification.
· Level 4 Systems Acceptance Testing (SAT)/Pre-commencement Integrated System Testing (Pre-IST)
· Level 5 Integrated Systems Testing (IST)
b. Commissioning Responsibility Matrix
c. Training requirements for each system and overall installation
d. Construction specifications for commissioning
4. Identification of the commissioning process activities, associated dependencies, and integration within the Integrate Programme for the Work. Assist in development of the commissioning programme with construction team to tie in line with construction activities.
5. Arrange and chairing of commissioning meetings.
6. Produce and maintain to conclusion commissioning Issues and resolution log and list additional information required to allow the commissioning plan to be completed.
Construction Phase, Testing and Commissioning Phase:
7. Further develop and management and closing out of the Commissioning Plan and Commissioning Strategy documentation for the project. Expand on the systems commissioning requirement with detailed tests documentation and scripts required for completion and documentation of each of the testing levels, in accordance with project requirements in the following order:
a. Level 1 Product Testing (Factory Acceptance Test – FAT)
b. Level 2 Component Verification
c. Level 3 Field Inspections and Certifications/System Installation Verification
d. Level 4 Systems Acceptance Testing (SAT)/Pre-commencement Integrated System Testing (Pre-IST)
e. Level 5 Integrated Systems Testing (IST)
8. Management of direct reports (commissioning and testing personnel on site).
9. Management of the Commissioning Tagging process and procedures.
10. Reporting Progress on all Commissioning activities both internally and externally.
11. Report to the Project Manager regarding any delays or issues from the commissioning specialists.
12. Arrange and chair commissioning meetings and directing commissioning activities.
13. Attending the client commissioning meetings and reporting on progress.
14. Development of the Project commissioning schedule in conjunction with the Project team.
15. Responsible for the compilation of all testing and commissioning documentation including verifying and signing off on all results.
16. Familiarity with and management of Project Commissioning Schedule in conjunction with other trades, Package Leads, Consulting Engineer(s), and Client requirements.
17. Ensuring that all testing and commissioning manpower is tracked on the site labour allocation tracker / programme sheets and issued daily.
18. Management of all day to day on site commissioning operations.
19. Management of sub-contractor activities including tracking progress against schedule and manpower levels.
20. Review and approval of Commissioning and Testing RAMS from specialist contractors.
21. Attendance at Site Meetings, Internal Project Reviews, Engineering Reviews, Planning and Co-ordination Meetings and Handover Meetings.
22. Ensuring that tasks are completed on time and to the required quality standards.
23. Implement a weekly look ahead ensuring co-ordination with vendors and trades.
24. Issue internal weekly progress report.
25. Conduct quality control inspections on project sites during pre-commissioning and commissioning stages.
26. Scheduling and coordinating work to tight deadlines.
27. Investigating problems, diagnosing/repairing faults.
28. Analyses and quickly resolves any problems and may arise and ensures that all deficiencies on any given project are corrected in a timely manner.
29. Responsibility for site health and safety procedures and documentation including regular liaison with engineering health and safety manager to ensure best practices are always maintained during commissioning periods.
30. Input into O&M documentation from outset of project through to practical completion, including liaison with office O&M team to ensure documents are issued as per requirements in a timely and presentable manner.
31. Assist Project Engineers with compiling and populating Handover packs and other relevant QA/QC documents including inspections.
32. Assist the project team in their production of documentation and the Health & Safety File.
33. In addition to the duties and responsibilities listed, the jobholder is required to carry out such other duties as may be required and as may be assigned by the directors from time to time.
Qualifications
Required skill set of the MEP Commissioning Manager
Relevant degree level qualification in an Engineering Qualification (ONC, HND or Degree Level in Mechanical, Electrical, Building Services.
Proven background in Commissioning Management in mechanical and/or electrical infrastructure.
Project experience in live critical working environments. (data centres, pharmaceutical, laboratories, heavy industrial, etc.)
Knowledge of the construction and engineering industry’s statutory requirements, methods, and processes.
CSCS card holder relevant to role.
IOSH or SMSTS CITB site management safety training scheme course.
First aid at work.
Full UK Driving licence holder.
Willingness to travel or stay away on short term basis dependent on needs of project.
