Are you a seasoned IT professional with a passion for service management? We are seeking an experienced individual to lead our team of experts in ensuring the seamless operation of the IT Services across the Scottish Public Pensions Agency.
About us
The Scottish Public Pensions Agency (SPPA) is an Agency of the Scottish Government. Its principal role is to administer the pensions, premature retirement and injury benefits schemes for employees of the National Health Service in Scotland (NHSSS) the Scottish Teachers' Superannuation Scheme (STSS), the Fire Scotland Pension Scheme and the Police Scotland Pension Scheme and other actions required by the Scottish Government.
The Information Technology (IT) Transformation Team are responsible for providing transformational IT services across all areas of the SPPA.
Head of IT Service Management is responsible for setting the vision and strategy for service management, ensuring processes are owned and maturing. At this level, you will:
Principal Accountabilities & Duties
The Head of IT Service Management is responsible for planning, coordinating, and supervising all activities related to the implementation and maintenance of the organisation's information technology systems and cloud infrastructure and strategy.
This role requires a blend of technical expertise, project management skills, and leadership abilities to ensure the effective operation of the IT infrastructure.
DDaT Pay Supplement
This post attracts a £5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. This post is part of the Scottish Government DDaT profession. As a member of the profession, you will join the professional development system, currently BCS RoleModelplus.
• Provide technical leadership to optimise the performance of IT infrastructure including cloud management and disaster recovery.
• Investigate and manage the adoption of tools, techniques, new technology and processes (including automation) for the management of systems and services, including planning, installation, and ongoing maintenance.
• People and functional management of objectives and responsibilities.
• Develop organisational policies, standards, and guidelines to ensure effective supplier management, to meet key performance indicators and agreed targets, across the integrated supply chain.
• Develop policies, standards, processes and guidelines for ensuring the physical and electronic security of systems and data.
• Promote commercial awareness and drives adoption of and adherence to financial management policies and standards whilst managing all financial IT budgets.
• Plan and lead strategic, large and complex business process improvement activities aligned with automation, or exploiting existing or new technologies.

Essential Criteria
1. Demonstrable experience of managing and delivering IT services.
2. Demonstrable experience of Prince 2/Agile Project Management environment.
3. Strong leadership skills with demonstrable experience of leadership in a Change Management environment.
4. Demonstrable experience of managing and working in an ITIL Framework Environment.

Location
This post will be based SPPA, Tweedbank, Galashiels. In line with our current way of working, our team follows a hybrid working approach, where colleagues use a mix of office based and remote working (working from home) depending on the requirements of the role and personal circumstances. Whilst virtual and Hybrid working is the current arrangement, office working in Tweedbank is required one day per week.
