Basic DBS required for this role

The purpose of this role is to provide operational leadership in developing, implementing and managing Lancaster West Neighbourhood Team’s Co-Design and Engagement Team with pace, empathy and an unparalleled resident-focus, playing a key role in transforming Lancaster West into a model estate for the 21st Century through a multi-million-pound refurbishment co-designed with residents. To plan, deliver and monitor programmes of engagement, co-design and social value as part of LWNT and wider Housing Management, and deliver co-designed priorities generated as part of the Future Neighbourhood Vision. Ensure key strategic programmes are co-designed with residents and delivered at agreed quality, budgets and resident satisfaction through effective project management methodology and to manage and monitor progress of programmes and associated team members against KPI targets, recommending and implementing corrective action where necessary, to deliver excellent outcomes for residents.

Key responsibilities:

Lead the continuous improvement of the Co-design and Engagement Team, ensuring that programmes are fully planned, costed and underpinned by robust KPIs, team members are professionally developed and service improvement plans are established and executed.
Undertake risk assessments to determine whether appropriate management and contingency arrangements are in place to ensure the effective and continuous provision of services and assist in the provision of direct support in emergency measures undertaken by the Local Authority or its Partners.
Monitoring, controlling and reporting of KPIs on individual projects and budgets to agreed timescales, standards and satisfaction.
Analyse and make recommendations on options, feasibility reports and proposals to ensure they meet the project objectives, organisational requirements and demonstrate value for money.
Work effectively with a range of stakeholders to establish and lead multi-disciplinary project teams to deliver the project to time, budget and resident satisfaction.
Ensure robust performance and quality management systems and procedures are in place including budgetary control and financial forecasting to effectively manage projects purchasing budgets.
Working collaboratively within LWNT to develop and implement community development, engagement and evaluations programmes that will drive up performance and make a positive contribution towards our ambitious plans, objectives and programmes.
Strategically influence the LWNT in relation to its consultation, engagement and co-design capabilities, in line with the principles of the Charter for Public Participation.
Lead on the scoping, development and delivery of projects ensuring effective resident engagement and inter-departmental consultation, in line with all organisational and statutory requirements.
Lead on effective forward planning of Social Value throughout LWNT and Housing Management’s various Capital and Revenue contracts, offering guidance, when required, on the evaluation and assessment of Social Value tender responses. Ensuring social value delivery is underpinned by the National TOMs Framework.

Qualifications:

Relevant professional qualification at degree level or qualified by suitable experience.

Experience:

Experience of working with residents or citizens to shape improvement priorities.
Experience of contract management and procurement in property or public service environment.
Operational experience within public sector housing or similar environment.
Experience of managing budgets for individual projects and annual programmes of work.
Experience of modern contracting and SMART procurement, and implementing the contractual arrangements supporting this.
Demonstrate a track record of successful project/programme delivery.
Experience of risk management and mitigation.

Knowledge:

Understanding of the importance of user-centred design to meet the needs and expectations of a diverse community.

Skills & Abilities:

Good analytical skills with the ability to work with figures and statistics, consider options appraisals and make informed decisions.
Ability to prepare design briefs, specifications, tender documents and contracts.
Ability to demonstrate effective presentation skills in internal and external meetings.
Strong communication skills with the ability to communicate effectively with a range of people.
Track record of innovation and problem-solving skills.
Effective planning and organisational skills.
Ability to negotiate and influence to deliver excellent outcomes.
Ability to lead and motivate multi-disciplinary teams both under and not under direct management control.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
Excellent inter-personal skills, with the ability to listen and really grasp what a client or customer want.
Highly motivated and proactive with a positive attribute towards change. High level of flexibility and adaptability.
