Clinical Responsibilities:
The post holder may occasionally be exposed to distressing or emotional circumstances when working in Ward areas, ITU, Mortuary and A&E Depts. etc. during project activity and surveys.
Responsibility for patients:
- Assist patients/clients during incidental contacts.
- Accessing occupied wards, operating rooms, clinical areas etc. as required to undertake duties of the post.
- Responsible for ensuring that all aspects of the patient environment meet the requirements of the Trust, delivering positive patient experience outcomes.
Responsibility for policy and service development:
- To determine and implement the strategic vision and direction of all estates & facilities operational services, ensuring the establishment of professional standards and staff development policies.
- To develop and deliver site specific strategies in accordance with statutory and mandatory drivers and in line with the Wider Estates & Facilities strategy.
- Fully participate, where appropriate in the development and implementation of the Trusts approach to National Care Standards, to ensure full compliance with the Care Quality Commission (CQC) regulatory requirements.
- To ensure Estates & Facilities operational services meet all statutory and mandatory requirements to ensure a safe and legal service is delivered, to provide and report estates & facilities operational services information that demonstrates risk and health and safety compliance with legislation and duty of care.
- To develop and implement Service Specifications / Services Level Agreements (SLAs) with clinical Directorates. To assist the RFLPS estates and facilities director to develop and implement all statutory and regulatory compliance including: 1. Fire Safety Management.
2. Non - Clinical Health & Safety Management.
3. Asbestos Management.
4. Water Hygiene Management (Legionella and Pseudomonas Control Management).
5. Building, Electrical & Mechanical Services.
6. Medical Gases Services.
7. Safety.
8. Decontamination.
9. Pressure Systems.
10. Lifts.
11. Critical Heating & Ventilation Systems and be involved in developing and overall Trust-wide approach.
12. Waste management.
13. Security management.
14. Catering Services management.
15. National Cleaning Standards
Responsibility for financial and physical resources:
- To deliver on an annual basis a balanced budget, including agreed cost improvement plans.
- Must be able to undertake frequent intense concentration to analyze financial and qualitative positions.
- Will deliver on all key objectives within the Trust and any required work streams for associated partnering organizations.
- The candidate will work with the authority to identify opportunities for innovation, efficiencies and service improvement in delivery of EFM services across the estate in order to off-set against the price of supplier services under this SLA and to make contribution to the authority annual 2.5 - 4.0% financial efficiency and quality improvement programme; implementation of financial efficiency and quality improvement changes to be approved by HOST TRUST prior to implementation
- Oversee the production of relevant business plans for any service developments or cost pressures.
- To ensure value for money and other audit recommendations are actively entered upon and changes are made as agreed within the estates & facilities operational services.
- To benchmark services against other NHS and private providers to ensure value for money and optimum service delivery.
- To ensure that all areas of the environment impacting operational services have robust mechanisms for monitoring performance against national / local targets and highlight and support any shortfalls.
- The post holder will be responsible for the Royal Free London Hospital Hard & Soft FM budgets.
- Ensure effective site-specific operation of material stores systems, that they meet ongoing requirements, standardized products where appropriate and compliance with the Trusts Standing Financial Instructions.
- Responsibility for leading and managing: To act as a deputy to the director of estates and facilities.
- To promote values and a strong service culture across estates and facilities services and develop an environment of trust, confidence and partnership.
- Ensures that the Hard & Soft FM service level agreement is executed effectively and provides operational leadership for the service.
- To take the lead for key corporate activities i.e., chair relevant committees and act as a single point of contact between the Royal Free London Hospital and RFL Property Services.
- To act as a single point of contact between the Trust/Group senior management team at the on all aspects of estates, facilities, property and capital operational services.
- To support the directors to ensure a unified environment operational service delivery that is continuously improving.
- To support the directors to provide professional leadership and support to staff within the directorate.
- To ensure that there are strategic and operational business plans in place for all services responsible for and capture the plans as part of the annual business planning cycle.
- To provide environment operational services input in support of both Clinical Commissioning Groups (CCGs) and other NHS Trusts providing services on Trust Sites on the basis of service agreements.
- To support the directors to ensure annual objectives are agreed with all staff within environmental operational services.
- To ensure estates & facilities operational services are continuously reviewed and developed to contribute positively to the overall performance of the Trust.
- To lead, manage, motivate and develop staff and promote the achievement of high standards and openness.
- Support constant review of workforce planning and ensure that this is carried out in relation to service delivery, expansion, contraction.
- To represent Estates & Facilities at the Control of Infection Committee, Sustainable Development Group and Health and Safety Forum and other appropriate.
