Job description

The post holder will undertake ePMA project management, including managing change, embedding new skills and ways of working for all end users. Lead on the strategic identification and management of the ePMA project, in accordance with PRINCE2 methodology, ensuring the identification and delivery of all key project deliverables within timescale and budget to an appropriate quality. Produce and monitor project plans and other project documentation such as Project Initiation Documents (detailing objectives, deliverables, project structure, resource requirements, and project stages etc). To co-ordinate, manage and service the activities of any Project Boards/Teams. To act as the link between Digital & Health Intelligence, ePMA programme team and UHB Clinical Boards in respect of the delivery of relevant projects and to support, advise and facilitate relevant user groups and co-ordinate their overall input into projects. Liaison with Health Board Managers and Clinicians across NHS Wales to support the delivery of service re-design to deliver the expected benefits of local and national Digital strategies. Liaison with Health Board Managers, Clinicians and external suppliers in the formulation of system requirements and take the lead role in the specification of these requirements ensuring they confirm to the formats required. Ensure the benefits identification and realisation is managed in a systematic and proactive manner. Lead on contribution to the development and delivery of communication and stakeholder engagement plans. Analyse data and provide monthly and annual business reports as required, and advise senior managers of issues arising from the reports. Lead and offer complex advice on improvements to the infrastructure across the service. Lead and deliver operational support to clinical and administrative staff in the application of computing to aid their projects and day-to-day duties. Delivery of relevant training as required. Application of programming skills to aid the internal development of new systems. Check the performance and valid operation of clinical systems and monitor compliance with the Data Protection Act and UHB security policies. Acquire and maintain highly specialised knowledge of EPMA system including the service management and operational processes that support them. Lead on the delivery of highly specialised IT training to clinical, scientific and administrative staff. Ensure that systems development complies with NHS Wales IM&T policies. Lead on the development of test plans and procedures to ensure that systems are stable and maintainable, meet usability criteria, provide accurate information and meet the required specification. Contribute to business cases for the development of new applications and enhancements to existing applications. Implement corporate policies and procedures relating to service management and improvement. Propose changes to policies and procedures as a result of national guidelines and that have an impact on system and service development. Participate in relevant informatics forums to keep abreast of best practice. Engage with, support and line manage a small team across the Directorate to ensure the successful delivery of projects.
