Job Title: Development Contributions and Infrastructure Team Leader
Location: Berkshire, Hybrid
Contract: 4-months ongoing, ASAP start
Spencer Clarke Group are working alongside a Local Authority in Berkshire to appoint an interim Development Contributions and Infrastructure Team Leader. In this role, you will play a crucial part in managing the Developer Contributions and Infrastructure team, contributing to the overall delivery of services. As a key member of the team, you will be responsible for implementing the Council’s Community Infrastructure Levy (CIL), policies related to developer contributions, and ensuring compliance with statutory regulations.
Key Responsibilities
Manage the Developer Contributions and Infrastructure team.
Implement the Council’s Community Infrastructure Levy and developer contribution policies.
Contribute to the development of effective policies and procedures.
Oversee the Developer Contributions Database, CIL Database, and other relevant records.
Manage the development process with prospective developers.
Negotiate, agree, and monitor planning obligation agreements.
Oversee the invoicing and monitoring of developer contributions.
Qualifications and Experience
Degree in an appropriate discipline.
At least 5 years relevant post-qualification experience.
Demonstrable experience of good commercial and financial awareness.
Membership of (or eligible for) a relevant professional institution.
Political awareness and ability to network across the organization.
Experience of negotiating with developers on large/complex development projects.
Experience of managing a team.
Experience of drafting policy documents such as development plan documents/charging schedules and associated evidence documents.
