The role is accountable for directing, leading, and managing the central business planning, programme management and reporting functions and activities that in turn ensure the effective delivery of the short-, medium- and long-term objectives of the Digital Services directorate. The role will achieve this through providing focus, leadership, and expertise to drive a performance and delivery culture with impact and pace, whilst ensuring alignment and compliance with appropriate company governance. This role, on behalf of Digital Services, is the interface to the wider company and external stakeholders (including ORR and DfT) for corporate, performance and governance matters.
The seniority of this role and the experience required to take on such a position will mean the person will be required to deputise for the Chief Digital & Information Officer when the need arises and become accountable for any additional activities that do not align easily to the other delivery directorates within Digital Services.
What you’ll be leading on
- Accountable for the creation of the annual and 5-year business plan for Digital Services (circa £150m Capex and £150m Opex annually, 450 FTE, multiple indirect corporate KPIs and PIs). This will include the running and maintenance of the Digital Services IDC process.
- Accountable for reporting and tracking the delivery of the annual and 5-year business plan (both financial and performance), highlighting risks to that delivery and coordinating the associated mitigating actions.
- Accountable for managing the relationship with key stakeholders (ORR, DfT and Transport Focus) on matters relating to the delivery of those business plan objectives detailed above.
- Responsible for alignment and driving consistency across the teams in Digital Services
- Accountable for development and delivery of centrally managed initiatives and programmes - for example future contracting models and improvement activities
- Responsible for ensuring Digital Services remains aligned with other delivery and support functions across National Highways, being the focal point for these relationships.
- Accountable for any ad hoc projects, activities or commissions pertaining to the work of Digital Services that does not easily align to the regional delivery directorates.
- Accountable for orchestrating the development and maintenance, across divisions and directorates, the National Highways’ Enterprise Architecture, spanning business, data, technology, and applications.
To be successful you’ll need
- Demonstrable experience of leading people to successful delivery of a programme of complex and/or high-profile projects and services.
- Experience of working with Portfolio, Programme and Project methodologies.
- Experience in the design and production of key portfolio/project/programme management governance processes and related documentation. Including tasking, developing, and reviewing performance reports for monitoring, planning and decision making and ‘what good looks like’ examples to support effective delivery.
- Extensive experience in building out and optimising a balanced multi year portfolio, ensuring all delivery aspects are aligned.
- Track record of delivering tangible process improvements, embedding change and achieving measurable business benefits.
- Strong change management & line management experience, including staff development.
- Excellent organisational skills, and effective stakeholder management skills
