Interim OD Consultant - HR

Pay Rate: up to £28.35 per hour PAYE depending on experience

Hours per week: 37 Monday – Friday, normal working hours

This opening assignment is for 6 months

As an OD Consultant you will report into the Head of Organisational Development and work collboratively with stakeholders at all levels (including senior leaders) as well as the wider HR community to research,design, plan, and deliver Organisational Development interventions for the Council, in order to drive high levels of employee engagement, to develop a high performing culture and to enable cultural and behavioural change.

You will be responsible for a portfolio of corporate work streams and associated projects intended to strengthen organisational effectiveness covering policy, process and behaviours. Project management is therefore an important aspect of the role.

Building organisational capacity is another key aspect of the role including developing and introducing corporate OD resources such as on-line toolkits, establishing networks and peer support as well as designing and delivering effective OD and L&D programmes.

Working wih HR Buisness Partners and service leads you will also act as an internal OD specialist to help services identify challenges and problems as well as design and implement appropriate OD interventions. Implementation may involve working with external providers. Required to work in a fast paced environment to facilitate organisational and cultural change. Keeping up to date with HR and policy developments across the public sector and other sectors and using this knowledge to continuously improve the OD offer is vital.

Key Responsibilities

• Leading the design and implementation of strategic organisational development initiatives and projects aligned to the Delivering the Future Together Programme. This includes the design and facilitation of workshops plus the development of resources.
• Promoting and supporting a culture of learning, development and integrated working across the council. This includes developing networks and broadening the organisation’s OD capacity.
• Leadership and management development: Leading the continuous improvement of leadership and management development programmes including commissioning, monitoring and reviewing learning and development interventions for current and future leaders. Reviewing and implementing a talent management and succession planning approach. Embedding our managing for performance approach
• Performance management: Working with stakeholders to continuously improve and embed the Managing for Performance framework, 12.3.2. (one to one conversations, objective setting, development planning, toolkits and learning and development). It also includes ensuring the effectiveness of our systems and processes.
• Employee engagement: Responsibility for managing large scale staff engagement events, staff engagement surveys, supporting staff networks and focus groups, communicating and acting upon results and providing related support and resources as well as using the findings to inform wider learning and development programme.
• Workforce development: Leading on the induction of new employees, development and maintenance of L&D toolkit, providing advice and guidance on developing teams and individuals using a broad range of formal and informal development approaches plus managing the internal and external coaching pool contracts.
• Agile, Collaborative and Digital working: Supporting the organisation in establishing the skills and behaviours required to embed agile and digital working ensuring staff and managers are equipped to deliver efficient and effective services in a modern workplace.
