Finance and Administration Officer
Reports to: General Manager
Salary: starting salary is in the range £33,024 to £34,834 per annum
Hours: 37.5 hours per week, plus occasional unsociable hours
Location: Belfast

Job Description:
The Finance and Administration Officer will be responsible for providing an efficient and effective financial and administration service for the Association. The post-holder will at all times carry out their duties in a professional manner and uphold the highest standard of customer care.
Main Duties
FINANCIAL
- Preparation of quarterly Management and Financial accounts including the preparation of accruals and prepayments and posting of journal entries
- Preparation of year- end Financial Statements and providing information to the Association’s External Auditors
- Preparation of annual Income and Expenditure Budgets and monitoring actual spend against budget
- Maintaining the Association’s Fixed Asset Register
- Completion of quarterly statutory returns to the DfC & other agencies
- Preparing financial reports for Board meetings
- Running the monthly Payroll including processing associated payments to HMRC and NEST Pensions
- Managing the Purchase ledger system, including processing invoices, preparing payments and resolving queries
- Recording and reconciling house occupancy lists and Housing Benefit payments and liaising with NIHE/tenant representatives in relation to same
- Undertaking general book keeping tasks including monthly reconciliation of bank accounts and management of petty cash
ADMINISTRATION
- Assisting with the management of contracts for the Association’s IT, printing and telephone systems and liaising with service providers when necessary
- Arranging meetings of various Board and other committees, compilation of papers for meetings and taking minutes in the absence of the external minute taker
- Filing papers, documents and general correspondence including taking responsibility for maintaining and updating the Association’s filing system in accordance with GDPR
- Assisting the Maintenance Officers, including updating status of maintenance orders on a weekly basis, maintaining records of statutory servicing and collating regular reports on same.
GENERAL
- Undertaking front line/reception duties including welcoming visitors to the office
- Checking and ordering stationery supplies and office equipment on a regular basis
- Undertaking research for colleagues
- Handling confidential information with discretion and in accordance with GDPR principles
- Undertaking general day to day activities to ensure the smooth running of the office
- Any other duties as may be reasonably required
Person Specification
ESSENTIAL CRITERIA
1. Education/Training/Experience
- Minimum of 5 GCSE Level (Grade A-C) or equivalent to include Maths & English language
- Demonstratable experience in the preparation of Financial and Management Accounts and Reports to Senior Management and Board
- At least 3 years’ experience of working in a Finance role in the past 5 years.
2. Skills/Abilities/Knowledge
- Excellent level of IT literacy with advanced level of MS Office
- Experience of working on own initiative and as part of a small team
- High level of organisational skills and ability to prioritise workload and meet deadlines on an annual, monthly, and weekly basis
3. Additional Factors
- Willingness to work outside normal office hours on occasion
DESIRABLE CRITERIA
- Experience of use of SAGE accounting software
- Experience of taking minutes at meetings
- Experience of working in a Housing Association
