Contract Type: Full-time, open-ended

Purpose of the Role

The Head of Project Services provides strategic leadership and professional management of the planning, development and delivery of capital property projects and space management across the UK University Campuses. Reporting directly to the Global Director, Estates & Facilities (GDEF), the Head of Project Services leads the Project Services team of professionally qualified project managers together with multi-disciplinary consultancy teams to develop and implement the development framework and capital projects delivery strategy to meet the needs of the University strategic plan.

The project profile to date has included major developments in the range £10M to £35M, mid-range of projects from £1M to £10M and a significant range of smaller alteration, upgrading or refurbishment projects and programmes.

Key Duties and Responsibilities

  1. The planning, development, and project management of estates capital projects to enable the delivery of the University Strategic Plan and best possible facilities outcomes for stakeholders, users and enhancement of student experience. 
  2. The effective leadership and management of the University Project Services team, a range of project stakeholders both internal and external to the University, and external consultant project teams and advisors. 
  3. The development of sector best practice project management processes and procedures for capital projects delivery and advising University Senior Management accordingly. 
  4. The ownership and management of Health & Safety process, procedures, and outcomes for all capital projects on UK campuses. Appointed duty holder for all projects until certified completion and handover to users. 
  5. The effective financial management in accordance with University procedures and the exercise of professional skills to ensure optimised value to the University in the delivery of a range of projects, from £200k up to c£35M per project.
  6. The development and implementation of Campus Estate Master-planning to reflect the University’s 5 Year Strategic Plan and management of the attendant stakeholder engagement process 
  7. Development and management of the University’s 1, 3 and 5 year strategic capital plans. Aligning University, SFC, UKRI, Scottish and UK government strategy/policy to assist with future investment/funding of capital development
  8. Providing project based infrastructure (cost, programme, design, delivery, funding) input to departmental/school Strategic, Outline and Full business cases

About Our Team

Project Services are part of the Global Estates & Facilities Directorate located on the Edinburgh campus. The Estates and Facilities Directorate provide a range of essential services to staff, students, tenants, partners, and visitors at all of our campuses. The departments within the directorate include Project Services, Facilities Management, Real Estate Management, Hospitality Services and Scotland’s National Sports Performance Centre: Oriam. The directorate is also responsible for the commercial operations and estate management of the University’s Research Park.

In Scotland, the Directorate are primarily responsible for managing and maintaining a diverse estate over three campuses in Edinburgh, Galashiels, and Orkney. The Edinburgh campus site is located within the West Edinburgh Green Belt extending to 154 hectares and c100 buildings of c160,000m². In addition to academic and research facilities, the campus includes mature grounds, multiple student residences, sports facilities, and catering outlets. International campuses are located in Dubai and Malaysia.

Project Services

Project Services deliver a range of infrastructure across campuses from major new buildings to minor refurbishments, always striving to provide people focused design quality and optimised value. A process of constant review of international HE Sector exemplars best practice PMM and Design models is ongoing.
Project Services are a small inter-disciplinary team acting as an `intelligent client` within the sector. The Team expertise includes Design, Masterplanning, Cost Management, Engineering, Construction Contract, Sustainability & Carbon Optimisation and Project Finance. 

The Team endeavour to build places and spaces of inspiration, collaboration, creativity and opportunity for students, staff and business partners across our campus communities- creating positive impact on student experience, people wellbeing and sustainable development. 

Notable recent projects include; ORIAM, GRID, National Robotarium and ORIAM Tennis Centre. The future project pipeline will be driven by the University business needs and its Net Zero commitments. This is likely to involve significant re-fit and remodel programmes of current assets.

Education, Qualifications and Experience

Essential

  1. Qualified to degree level (or equivalent) 
  2. Substantive experience of the major project management sector Including experience in senior management roles.
  3. Proven professional experience and skills to implement strategic procedures and processes for optimised project delivery resulting in significant programme and financial value benefits to the University.
  4. Extensive experience in producing optimised design quality outcomes to enhance user experience of facilities.
  5. Experience building relationships and engagement with counterparts in other Universities to discuss and lead on sector specific issues.
  6. Clear ability to build relationships with Senior Management and External Governance Members to advise on strategic project and estate management issues and acts as first call and point of reference for all stakeholders on capital project issues.

  2. Relevant professional/postgraduate qualification
