HTA Manager (Health & Value)

Job description
The HTA manager will be accountable for managing complex HTA submissions to JCVI (and NICE, SMC, AWMSG) from start to finish. They will establish a core HTA working group, define HTA strategy and achieve internal sign-off, source, interpret and generate clinical and economic data that underpins HTA submissions. All submissions must be completed and signed off in a timely fashion to meet internal and external deadlines.
This is a highly visible role in the UK and global organisation: besides having strong technical, problem-solving skills and project management skills, a HTA manager must lead on above brand reimbursement and HTA environment shaping projects and be able to communicate complex economic concepts in a clear and impactful way to the business and external stakeholders.
The Role Strategic Partnership
- Based on the changing reimbursement environment provide guidance on the implementation of health economic and outcomes research (HEOR) evidence generation strategies to support the value proposition of medicine or vaccine assets
- Work in partnership with the market access, medical and commercial teams to ensure the HEOR activities are aligned with the end-to-end market access strategy
- Be an ambassador for H&V as an HTA expert internally (cross-functionally at a UK and global level) and externally
- Lead on above brand HTA reimbursement projects to inform or shape the way we develop HTA submissions in the future. Partner across global HEOR, medical and corporate affairs as appropriate
Health Economics
- Design & develop health economic models and/or provide technical vendor management for more complex health economic models including the modelling of infectious disease/vaccines, for inclusion in a health technology assessment by NICE, SMC, AWMSG or JCVI
- Be accountable for managing HTA submission strategies for NICE or JCVI from start to finish
- Partner with HTA, market access and RWE/outcomes colleagues to develop an asset evaluation, robust value propositions and negotiation packages for payers and other external parties, to demonstrate the holistic value of Pfizer's medicines or vaccines
- Provide technical input into outcome study designs, RWE collection, economic models; evidence synthesis projects as well as pricing and HTA readiness activities
- Monitor and track the NICE or JCVI web sites for decisions and trends to inform and shape HTA submissions
- Use medical writing and communication skills to support the development of high-quality extracts, manuscripts, value story boards (taking into consideration of any potential data risks) and health technology assessment submission dossiers
Quality assurance of HTA Projects
- Provide clarity to the cross-functional team where the biggest areas of uncertainty for an assets HTA submission is and how to address to achieve a NICE or JCVI recommendation
- Conduct regular review points during, and after, the HTA submission (or touch points with academics and KOLs) to ensure any learnings are embed within the HTA team
Role Qualifications, Experience & Skills
Qualifications
- Postgraduate qualification in Health Economics or Outcomes Research or Infectious disease modelling
Experience
- Demonstrable experience in all aspects of several HTA submissions to JCVI, NICE & SMC
- Experience of designing, building, and adapting health economics models for infectious disease and/or vaccines (preferable) and medicines
- Significant experience of conducting evidence generation (SLRs, NMAs, ITCs)
- Thorough comprehension and knowledge of the UK healthcare system
- Extensive years of experience in academia, consultancy or pharmaceutical industry
Skills
- Strong research skills, with ability to build, adapt and critique health economic models and source data inputs. Experience working with infectious disease/vaccine models preferred.
- Existence of, or ability to develop, internal and external networks
- Demonstrated time management skills, including the ability to manage own time and others time to meet deadlines and the ability to manage multiple projects simultaneously
- Good communication skills, with the ability to describe complex information to non-technical experts
