Job Summary:
To support the implementation of the Organisation Development and Workforce Strategy and delivery of the school s HR service level agreement by providing HR advice and guidance to managers to ensure that all HR policies and practices are consistently applied and employment legislation adhered to thereby minimising risk in all employment matters.
To provide professional support and advice to HODs/Service Managers/ individual employees and/or Headteachers/Governors on the operation implementation interpretation and management of HR matters working to a Human Resource Business partner.
To also support the HR Managers on specific projects e.g. contribute to policy development or reviews carrying out research work.
Key Duties/Accountabilities:
The HR Officer role will report to a Business Partner who is allocated to provide Strategic Human Resources support to a Strategic and Performance Director regarding their cluster of organisation services.
These roles will rotate so that HR Officers have an opportunity to support each Business Partner.
The total council workforce is around 6400 including schoolbased employees.
Provide professional advice to departments and/or schools HODs Managers Headteachers (including as required attendance at appropriate meetings e.g. school DMTs. Advise on HR policies and procedures terms and conditions of service and employment legislation to ensure that employees in all services are managed in a fair and consistent way.
Contribute to the delivery of the Organisation Development and Workforce strategy and other plans across the Authority as a member of the HR team.
Develop and contribute to organisation workforce initiatives/projects so that these are effectively introduced and integrated into services.
Advise support and guide managers and/or Headteachers in relation to service employee relations activities in order that employee involvement and working relationships are optimised and consistent with operational efficiency.
Essential Experience Required:
Experience of managing a busy case load in an HR environment in a large organisation.
Knowledge of HR professional issues employee relations principles underlying sound recruitment and selection reorganisation organisation design TUPE.
Experience of working with and interpreting a range of complex terms and conditions.
Essential Qualifications Required:
Graduate/Associate Member of CIPD or equivalent experience.
Evidence of CPD.
