Job description


A unique and very exciting opportunity has arisen for an experienced, compassionate and transformational leader to lead cancer strategy and work with a highly successful, multi - award winning cancer team. The successful applicant will have a wealth of leadership and management experience and will have sound working knowledge of cancer services and national strategy. They be self-driven and motivated, with a passion for improving the experiences of patients with cancer. In return, they will work with dedicated and highly skilled clinical and operation teams to keep MWL at the forefront of cancer care in the region.

Please note that this recruitment process will involve an assessment centre.
Assessment centre will be held on Thursday 21st March 2024.

Specifically, the role will be:

To provide an expert voice in Cancer Services specifically around service improvement and transformation, demonstrating an advanced theoretical knowledge base and practical experience to underpin the role.

To provide leadership and expertise in the provision of cancer services by facilitating, enabling and supporting the team in the delivery of high-quality evidence based care.

To lead the Cancer Services Operational Management Team to ensure there is a vision for the future which meets the Trust objectives and reflects national cancer strategy.

To provide expertise in improvement, transformation, performance delivery and collaborative working in a fast-paced environment with competing demands. The post holder will provide expert advice on service development ensuring achievement of the national and local agenda with regard to cancer.

The post holder will lead the long-term development of the Trust’s strategic vision within Cancer Services and promote excellence in:
• Performance Management
• Demand and Capacity Management
• Leadership, Engagement and Ownership
• Collection, analysis and use of data
• Implementation of re-design pathways
• Workforce development and skill mix
• Team working with Trust Cancer Alliance colleagues to deliver excellence in cancer services.

The Secretary of State has approved the partnership between St Helens & Knowsley and Southport & Ormskirk Hospitals.

From 1stJuly we have come together as a single organisation under the name Mersey & West Lancashire Teaching Hospitals NHS Trust.

The Trust delivers acute hospital care, intermediate care, community, and primary care services to a population of over 600,000 people with a combined workforce of around 9000 dedicated and skilled staff from 17 locations including Whiston, Southport & Formby, St Helens, Ormskirk and Newton hospitals.

KEY DUTIES

NHS Cancer Strategy
• Work closely with the Deputy Divisional Directors of Operations, Deputy Divisional Director of Nursing, receiving highly complex, sensitive patient and service-related information relating to customer care.
• Work in partnership with Senior Managers, Executive Directors and senior clinicians from all organisations related to cancer services in the network to drive forward the Trust’s cancer plan, in line with national strategy.
• Responsible for overseeing and co-ordinating the development of business plans/cases to support the Trust’s Cancer Strategy. This will involve working closely with the Lead Cancer Nurse/Operational Manager and providing expertise in transformation/service improvement to ensure all service changes are in line with the Trust’s strategy and national guidance.
• Source and triangulate observational findings through analysis of multiple and complex data such as Board papers, CQC reports, quality indicator reports, performance data (published & unpublished), mortality rates, clinical quality indicators, staff surveys and own diagnostic data to ensure achievement of the Trust’s Cancer Strategy and NHSI cancer treatment standards. This will include working closely with all staff involved in the cancer services pathways and obtaining expert clinical opinions which may differ to influence and inform decisions.
• Successfully manage the programme of work that underpins Trust’s Cancer Services Department in line with national guidance. This includes providing support and leadership to the Lead Cancer Nurse, Cancer Operational Manager, senior cancer nursing team and the Cancer Data and Performance Manager who is responsible for the implementation of the Somerset Cancer Register and other similar cancer information systems.
• Ensure compliance with the key performance indicators for cancer, including national cancer waiting times standards, national cancer strategy and the NHS Cancer Plan, presenting regular updates on the Trust’s cancer services to senior meetings as defined by the Trusts governance structure, up to Trust Board level. This may include communicating highly sensitive and highly complex information relating to cancer target breaches. The post holder will be held accountable for the effectiveness of the Trust’s cancer services and for highlighting and mitigation of any risks to cancer services.
• Review and scrutinise the Trust’s performance against cancer waiting times targets. This will involve utilising multiple sources of information and analysing the any outliers/trends. The post holder will work closely with the relevant clinical and managerial colleagues to understand any variances and drive improvements in the Trust’s service to ensure achievement of targets.
• Receive and impart highly complex, patient and service-related issues to the Cancer Services Team, Senior Managers across the Trust, Cancer MDT Meetings and Exec level managers.
• Write comprehensive, detailed reports to present to the Director of Operations and Performance to monitor the effectiveness of cancer services and report to Executive team members utilising detailed data including gap analysis information and provide accompanying proposals for improvement plans, recommendations, and implementation.
• Work with the Cancer Alliance and NHS England to improve the Trust’s performance against the 62-day referral to treatment target, thereby supporting improvement of collective performance across Cheshire and Merseyside to ensure that the national cancer transformation bid funding is released in full.
• Develop and deliver training and development opportunities to the cancer services team and Trust senior managers to equip them with the skills to drive and deliver improvement standards in cancer services including cancer waiting times.
• Responsible for proposing and drafting changes, implementing policy, guidelines, and Service Level Agreements (SLA’s) relating to Cancer Services.
• Develop and lead on a strategy for engagement across the boundaries of cancer services within the Cancer Alliance footprint. This will include identifying interdependencies within the alliance and between services.
• Identify the implications and potential impact of strategy requirements for the wider organisation, managing risks and determining resource requirements in collaboration with other organisations across the Cancer Alliance.
• Identify, influence, and collaborate with local clinical networks and new care models to provide expert advice to deliver redesigned and sustainable care pathways.
• Work closely with the CCGs and the Cancer Alliance to ensure the delivery of the Transformation agenda for cancer patients in the St. Helens and Knowsley areas with a focus on early detection, living with and beyond cancer and establishment of the Eastern Sector cancer hub.
• Take an active leadership role and represent the Trust in the Cancer Alliance, including the Cancer Manager’s Advisory Group, CCG cancer strategy meetings, local implementation teams and specified Clinical Quality Groups.
• Lead the development of the Trust’s Cancer Services in order to deliver the target of ‘28 day to diagnoses by 2020. This will involve taking the lead on the development and implementation of the Trust’s long-term strategy for Cancer Services which will need to be flexible and responsive to national guidance.
• Ensure effective delivery of all oncology services associated with the Eastern Sector Cancer Hub working in partnership with Clatterbridge Cancer Centre.
