ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition. This post resides within the Digital and Data directorate who are responsible for ensuring that digital technology fully supports the integration of health and care services across the ICP- putting residents at the centre of their care. The Digital and Data directorate leads system-wide activities to transform the use of digital and data to support a modern and sustainable health and care system. The directorate brings together both local authority and health needs into a common single approach for the system, which is underpinned by organisational specific priorities. Together this directorate will: Lead system-wide action on data and digital - to put in place the technology and data architecture that will support the integration of health and care services, putting citizens at the centre of their care. Develop Business Intelligence services in line with the agreed roadmap and so as to facilitate the development of a virtual directorate harnessing stakeholders various needs and diverse capabilities. Address the tech debt in the system by moving towards common digital environments and ensuring access that works for staff across our system, creating and maintaining a warranted environment specification that all partners can move towards. Ensuring there is common interoperability consideration in place so we avoid creating additional siloed information. Improve the Digital and Data Maturity across the ICS in line with the What Good Looks Like Framework. Ensure the timely and appropriate management of Freedomon Information requests in line with national guidance and recommendations. Provide a CCIO function with dedicated Clinical input from our primary care workforce to drive up adoption of solutions and work as part of the practitioner group which is being established across the ICS. Oversee programmes of work that will accomplish required efficiency savings system-wide by 2024/25 (Within defined staff / spending / activity envelopes). The role is responsible for providing active programme assurance across the Digital Portfolio of work for both internal and system wide change programmes. You will report to the Head of Assurance and Oversight, providing programme assurance and advising on the appropriateness of programme governance, suitability of controls, and management of risk at all stages up to and including any releases into the live environment. This will include being a key stakeholder in key go and no-go decisions. Alongside the Head of Assurance and Oversight you will be responsible for establishing a programme assurance function. This includes developing policies, processes, methodologies and tools to enable it to be rolled out successfully across all existing and future programmes, by offering impartial, expert guidance and support aimed at enabling delivery of the agreed business outcomes. You will be responsible for the review and challenge of relevant matters in relation to the full programme lifecycle from initiation to deployment, in order to provide assurance and delivery confidence that the Systemwide programmes are delivering their outcomes on-time, on-budget, and the required level of quality. COMPETENCY BASED KEY DELIVERABLES Responsible and accountable for decisions made during the course of their duties, escalating significant issues where appropriate Contribute to setting long term strategy ensuring the aims and objectives of the organisation/system are embedded and progressively built upon within the setting of the strategy, as well as taking responsibility for the implementation of one or more plans which align to this strategy Management of multiple members of staff Responsible for one or more budgets and/or income streams of delivery Can demonstrate and deliver acute business acumen in their area of responsibility ensuring value for money, understanding the business of partners and the driving factors for delivery in multiple sectors. Responsible for embedding the programme assurance function, policy, processes, methodologies and tools. Responsible for providing effective assurance on programme governance and monitoring progress for individual projects, ensuring it is at all times robust, transparent and that appropriate authorisations are in place for key decisions. Ensure that clear controls are in place that support grip, transparency and enable proactive risk and issue management across our partners. Collaborating with the Head of Assurance and Oversight and other key stakeholders to drive and maintain high quality project and programme activities. Act as an advocate of good practice and critical friend to support sponsors and project leaders in developing benefits-led plans, anticipating and mitigating key risks, and ensuring effective decision-making and issue resolution Facilitating assurance and framework forums, being a Subject Matter Expert for the programme assurance function Ensure assurance and approval is fully integrated and planned; commission or deliver impartial programme reviews to provide stakeholders with confidence in their deliverability Ensuring all key programme and projects are managing risks and issues effectively and according to standards. With a strong understanding of risk management, supporting the identification of risk, issues and dependencies, and providing guidance on pragmatic ways to mitigate them. Able to assimilate, filter and summarise complex information, identify themes to develop insights and a forward view of risks. Overseeing the review of project documentation and ensuring appropriate record management. Performance / progress-based analysis of, for example, Highlight Reports, Gateway Reviews and project meetings, escalating for effective challenge as required Develop, agree and maintain a Programme Assurance Plan Responsible for the production of high-quality, action-oriented assurance reporting. Responsible for assessing key programme progress towards delivery and benefits realisation for relevant Board meetings Attending a variety of Programme meetings, including any steering committees; Gateway Reviews, RAID. Lead and facilitate lessons learned activities to ensure feedback is balanced and fair, and that action plans are created and acted on
