Are you ready to make a real impact in Cleveland Police with strategy and governance? Cleveland Police is seeking a talented individual to oversee our contracts and governance processes. As a key member of our team, you'll be:
• Business focussed strategic commissioning and procurement activities to assist the Force and OPCC to make effective expenditure decisions.
• Bring value for money in all third-party expenditure and collaborative procurement initiatives across a portfolio of £35 - £50 million annually.
• Create continuous improvement in the commissioning and procurement processes.
• Responsible for Force and Business Unit performance and reporting requirements.
You’ll provide professional advice and guidance to the Director of Finance and Assets, Head of Financial and Payroll Services and Commissioning & Procurement Manager on strategic contracts, partnership contracts and PFI contracts and be accountable for the effective performance of those contracts.
You’ll work with the Commissioning & Procurement Manager, Head of Financial and Payroll Services and Director of Finance & Assets to fully implement and embed the principles of Risk Management across the Procurement function, ensuing current risks are managed and new risks are appropriately recorded and then managed with clear mitigation plans in place.
You’ll develop, implement, manage, and maintain corporate governance arrangements relating to Procurement in partnership with the Force Planning and Governance Officer / Corporate Services Manager.
You’ll assess upcoming need, plan, and manage the effective delivery of the Corporate Contract Register and Workplan to enable the delivery of services to be commissioned externally/provided in-house.
You’ll ensure value for money in delivering the Force workplan relating to Procurement, thereby supporting Operational outcomes for victims and communities that comply with the relevant procurement and statutory guidelines and laws.
You’ll support the Commissioning and Procurement Manager and Head of Financial and Payroll Services in cultivating an innovative and effective Procurement function, managing key leads and playing a prominent role in the leadership and line management of the team.
We are looking for an individual who can bring the below to our organisation:
• Proven experience in Strategic Contract Management
• Knowledge of contract law, public private partnerships and PFI
• Experience of influencing and negotiating with senior internal and external partners and customers
• Experience of managing staff including mentoring and training

Your normal hours of work are 37 hours per week exclusive of meal breaks unless otherwise stated.
The Chief Constable reserves the right to review your hours of work to meet the Organisation’s requirements. If this is necessary, every effort will be made to enact the change through mutual agreement with the appropriate period of notice given.
Your standard shift pattern is: Monday - Friday, office hours, average of 7.4 hours per day (if you are required to work a shift pattern with varying days, this will be attached to this Written Statement of Particulars).
