Technical Manager - Recycling Centre

Job description

As part of the Waste Management Unit, fulfilling the statutory duties of a waste disposal authority, the Recycling Centre service in Hertfordshire receives c1.5million visitors each year and handles c80,000 tonnes of household waste across a network of 16 Recycling Centres.

As an individual experienced in the Waste industry you will manage the technical compliance of HCCs Recycling Centre Service in line with Health and Safety, Waste industry (EA) and other applicable legislations. You will be working closely with the Recycling Centre team to produce, manage and continuously improve training programmes, and deliver this directly to site staff. You will be providing expert advice on issues relating to the provision and development of Recycling Centre facilities and contracts

In addition, the job role will require you to:

Produce and maintain comprehensive procedures and documentation for all Recycling Centre sites including management systems, traffic management plans, fire prevention plans. Health and Safety plans including Emergency response and Risk Assessments to ensure the continued compliance with statutory duties and legislation
Provide expert guidance, interpretation and recommendations to RC Team Leader regarding changes to legislation and guidance
Work closely with Team Leader in the development and delivery of new facilities, and be a lead contact with EA, HSE and other regulatory bodies and stakeholders.
Be responsible for investigation accident and incidents, including root cause analysis, writing reports and recommending solutions and prevention
Manage and carry out duty of care visits and audits on contractors’ waste facilities ensuring that HCC statutory obligations are met.
Assist in contract writing and management with regards to compliance and service issues.
In a continuously evolving landscape of waste legislation as well as the nuances of working in a political organisation, it is normal for everyday to present new and different challenges. Examples might include adapting existing policies and procedures to comply with a new or amended Regulatory Position Statement from the Environment Agency or developing and delivering a new and improved suite of training for front line staff to improve customer service levels and promote recycling performance.

The successful applicant will be able to demonstrate:

Significant waste industry experience
A thorough and in depth understanding of applicable legislation
The ability to create and manage documentation, relationships with stakeholders, and staff development programmes
Strong analytical skills including root cause analysis of accidents
