Job description
We have an exciting opportunity for an experienced HOLMES Indexing Team Leader to join Surrey Police at their Police Station in Woking Surrey.
This would be a great opportunity for a trained HOLMES ex officer or retired officer to return to the work place.
This is a temporary role working Monday to Friday 37 hours a week.
JOB PURPOS
To co-ordinate and manage a team of Home Office Large Major Enquiry System (HOLMES) Indexers and typists by prioritising, allocating and maintaining an overview of the workloads to ensure adherence to the Indexing policy. Ensure quality control of the HOLMES database is maintained in accordance with the HOLMES 2 Manual of Guidance and that workflow is maintained. To support and advise the Senior Investigating Officer (SIO) in the investigation of Major Crime by provision of specialist indexing knowledge and experience.
KEY ACCOUNTABILITIES
- To provide 1st line supervision for MCT Typists and Indexers, including the management of welfare issues, performance & attendance management, discipline issues, setting staff direction and providing regular feedback.
- To monitor the workload and activity of MCT Typists and Indexers through observation and performance data to ensure optimum performance, identifying trends and variations in performance and taking remedial action as appropriate. Carry out periodic reviews of the Not protectively marked 2 database at regular intervals to ensure quality, giving feedback, advice and guidance as necessary.
- In consultation with the Senior Investigating Officers (SIO's) across all of Specialist Crime including Serious & Organised Crime (SOCU) and the Economic Crime Unit (ECU), prioritise the workload of the Indexers and Typists.
- Responsibility for managing the HOLMES database and being accountable for the system, ensuring adherence to Major Incident Room Standardised Administrative Procedures (MIRSAP), MCT best practice and Senior Investigating Officer (SIO) policies.
- Provide specialist advice on using HOLMES in order to manage incidents. At the beginning of the investigation: a) provide expert advice and guidance to the Indexers on the HOLMES indexing policy to be adopted for the investigation b) provide advice to the SIO on the Indexing Policy and staffing levels required (depending on the nature of the investigation).
- Maintain an Incident Room Indexing Policy File, recording decisions made on the structure of the incident and indexing procedures adopted to meet the needs of the enquiry.
- Assist the HOLMES Manager with system upgrades in consultation and I.T. Conduct proof of concept and end user testing to assess system suitability for use in a live environment.
- Support the HOLMES Manager in delivering induction/researcher training to new members of staff and officers within MCT and other departments utilising HOLMES.
- Resolve user related technical problems within the HOLMES database by way of 1st line support e.g. password resets and creating/assigning users. Consult others where appropriate e.g. to facilitate fault reporting and downtime.
- Carry out full role of HOLMES Indexer as required.
- Provide support to designated case officers (Officer in Charge - OIC) across the whole of Specialist Crime with the preparation of case file for court by identifying and prioritising key evidence through the Major Incident Room.
- With the Major Crime Team Detective Sergeant effectively manage the paper-flow in the Incident Room, from setting up an incident to ensuring documents are moved through the queues correctly.
- Manage the archiving of investigations in conjunction with the Indexers and Exhibits and Disclosure department.
- To be responsible for completing other strategic tasks assigned by the Senior Management Team of MCT
- Provide presence in the Reconciliation Management Unit in the event of a Casualty Bureau activation
- To undertake such other duties appropriate to the grade and character of work as may reasonably be required, including the specific duties of similar or lower graded posts
ESSENTIAL CRITERIA
- GCSE Grade C or higher or equivalent in Maths and English.
- Passed the Initial Holmes 2 Indexing Course
- Substantial, proven and well evidenced recent experience of an Indexer role together with an excellent understanding of MIRSAP and Force Major Incident policies and processes.
- Managerial skills in order to develop and manage a strong performing team.
- Demonstrate excellent communication skills, both oral and written in order to provide specialist advice to the SIO.
- Demonstrate the skills to produce clear, concise, accurate and logical reports to inform SIO decision making.
- Possess excellent time management skills, prioritising tasks whilst working with the minimum of supervision.
- Proven experience in line management and work experience within the HOLMES environment.
- Strong attention to detail and able to analyse and assess large volumes of information within challenging timescales.
- Must be capable of absolute discretion in handling matters of a personal, sensitive, and confidential nature.
- The post holder will be posted to a designated Major Incident Suite with the requirement to work elsewhere as directed (a mileage allowance may be payable). The post holder must be able to travel to remote locations
