JOB DESCRIPTION Title: Lead Clinical Pharmacist Salary: Band 8a Responsible to: PCN Manager Accountable to: PCN Clinical Director 1. Job Role/Purpose: The post holder is the most senior clinical pharmacist in the Primary Care Network The post holder has strategic leadership responsibility for ensuring the delivery of person centred, safe and effective clinical pharmacy services and clinical pharmacy practice in the Primary Care Network. Provide direction and guidance on professional clinical pharmacy issues by establishing effective clinical and care governance arrangements, developing policy and establishing an effective and highly skilled clinical pharmacy workforce to meet the needs of the patients in the Primary Care Network 2. Key Duties & Responsibilities: Provide professional advice regarding clinical pharmacy issues to the PCN Board and contribute to Governance arrangements. Provide professional leadership for the strategic direction of all clinical pharmacy practice across the Primary Care Network. This includes: Service development and redesign Workforce planning Innovative role development Recruitment and retention Training and development Professional supervision and development to underpin the provision of sustainable high-quality services. Provide leadership and management support to clinical pharmacists recruited under the NHS England and ICB Clinical Pharmacist in General Practice Schemes. Working with the Primary Care Network Manager and PCN Board to establish clinical pharmacist workforce plans, ensuring the clinical pharmacy workforce is adequately resourced and educationally / clinically prepared to deliver high quality care. Working with the Primary Care Network Manager and PCN Board to establish competency frameworks for all clinical pharmacy staff in the Primary Care Network. Work in partnership with higher and further education institutes, Health Education England, the ICB and NHS England to ensure delivery of educational programmes which meet the statutory requirements of pre and post clinical pharmacy education and which provide a workforce that is responsive to the needs of the organization. Ensure that clinical pharmacy practice innovation and development is informed by research, recognized best practice and clinical evidence by aligning with national guidelines and good practice statements Ensure robust supervision arrangements are in place for all clinical pharmacist staff within the Primary Care Network Ensure support mechanisms are in place in the clinical setting for clinical pharmacy staff to register annually with the General Pharmaceutical Council (GPhC) Represent the Primary Care Network at ICB and NHS England meetings regarding clinical pharmacist staff development NB: This job description outlines the key duties that are expected of you within the role of Lead Clinical Pharmacist although is not an exhaustive list. It may be amended in line with experience, business requirements and as a result of any future organisational change. 3. Other Responsibilities: Health and Safety To comply with the Health and Safety at Work etc. Act 1974. Risk Management and Clinical Governance To work within the Clinical Governance Framework of the practice, incorporating Risk Management and all other quality initiatives. Report risks to the PCN Board and appropriate line manager. Confidentiality To maintain confidentiality of information relating to patients, clients, staff and other users of the services in accordance with the Caldicott Guardian and the Data Protection Act 1998 including outside of the work environment. Any breach of confidentiality may render an individual liable for dismissal and/or prosecution. General To undertake any other duties commensurate with the role, within the bounds of his/her own competence as guided by the attached management framework. To work across Modality sites as required to provide cover for sickness and annual leave. To work weekends when required. In light of national policy and due the needs of the business it may be necessary for the Partnership to alter the opening hours of the practices. This could incorporate different opening hours and weekend working which may affect when you are required to work. The postholder is expected to be flexible and accommodating, following consultation, in terms of any changes to operating times in the future. 4. KNOWLEDGE, SKILLS AND PERSONAL QUALITIES: KNOWLEDGE: Masters degree in Pharmacy (MPharm or equivalent pre-2000 qualification) plus one years pre-registration training Registrant of the General Pharmaceutical Council of Great Britain (GPhC) Postgraduate training in clinical or pharmacy practice to Diploma level Evidence of Continuing Professional Development Able to apply clinical knowledge appropriately in a variety of practice settings or patient groups Extensive clinical knowledge of drug therapies Understanding of concepts and application of evidence-based medicine and demonstrable skills in critical appraisal Minimum of 5 years post-registration experience Good understanding of primary care structure and General Practice Experience of working on projects where post holder uses own initiative and manages own timescales Experience of policy development Experience of clinical audit Experience of working within a multi-disciplinary team Clinical experience of conducting medication review clinics Experience of supporting other team members SKILLS: Ability to demonstrate integrity, effective leadership and management skills Ability to develop and maintain positive and effective partnerships with partner organisations, providing a positive role model working within the Primary Care Network Credible and effective communicator with ability to operate efficiently under pressure and motivate staff Ability to interrogate various databases and present statistical data in a variety of formats including clinical systems such as System One. Confident in working well with data and metrics to support the wider business needs of the Primary Care Network. Ability to report on data extracted from the medical system Ability to lead/critically contribute to and influence the strategic agenda and translate complex strategy into deliverable operational objectives Ability to align processes and systems to support and deliver priorities Ability to synthesise complex information and produce written reports. PERSONAL QUALITIES: Excellent interpersonal, written and oral communication skills, able to communicate with patients/carers and staff at all levels Ability to work on own initiative Ability to challenge at senior manager and director level, to develop and promote innovative solutions and alternative methods of service delivery Ability to influence and shape the views of key stakeholder and partner organizations Logical and systematic in work processes.
