Primary Purpose and Scope of the Job:

The Projects Officer will plan, co-ordinate and take a lead in implementing a Council approved programme of action that will: -

• Develop projects and other initiatives of benefit to the town and the local community.

• Seek external funding to achieve the above.

• Broaden the town’s attractiveness to residents and visitors.

• Promote Helston Town Centre as a hub for retail; commercial; community and entertainment activities.

• Lead the development, funding and delivery of Council-led projects included in the Helston Place Shaping Plan or in any successor strategy or plan and contribute advice and assistance as appropriate to the Place Shaping Board in respect of other place shaping projects.

• Ensure that Council-led projects contribute as much as possible to the achievement of the aims of the Council.

Main Objectives

1. Oversee and manage consultation and engagement; concept development; fund-raising and
delivery of new projects in Helston as directed by the Council.

2. Liaise with key partners, including but not limited to Cornwall Council; Statutory Authorities; Helston CIC; Helston Place Shaping Board and Helston Climate Action Group.

3. Produce specifications and pre-tender documentation and procure in accordance with Helston Town Council’s Financial Regulations and where appropriate, the specific requirements of external funding sources.

4. Contract-manage and monitor all Council-led projects within an approved programme of work.

5. Ensure that all agreed resources are deployed by partners and that work is being undertaken on schedule and to the highest standard.

6. Ensure compliance with legislation governing health & safety; employment and data protection.

7. Maintain a continuing dialogue with Cornwall Council’s Community Link Officer and other relevant officers in respect of funding opportunities for place-shaping; regeneration and revitalisation activities and pursue opportunities for joint working where appropriate.

8. Prepare and issue promotional material and publicity about projects and events to keep local residents and businesses informed of key milestones, successes and benefits, opportunities for participation, and planned events.

9. Work with the Town Clerk, local media and social media platforms to create a positive profile for Helston.

10. Attend meetings as necessary for the satisfactory fulfilment of the role through liaison with the Town Clerk to avoid duplication.

11. Any other duties and projects that might reasonably be required.
