Main Responsibility

To develop the strategy and deliver the FRMCS programme for NR in line with business requirements and customer expectations. The programme should be undertaken in a safe and environmentally responsible manner to cost, time and quality in line with Corporate Governance; Company Standards and procedures and manage the smooth delivery of the programme with a focus on benefits realisation for NR.

What will you be doing?

• Lead the Programme team to define the strategy across NR for FRMCS including the identification of the business benefits.
• Develop the appropriate options analysis and where appropriate the green book business case that supports the development of FRMCS, including the potential business benefits.
• Develop the technical assessment of the options available for FRMCS based on the expected business need and maximising the business benefits, considering the programme developments across other European railways.
• Lead the strategy research and the development of FRMCS trials and the arrange funding of these including grant options.
• Lead the NR input into the various cross industry workstreams (including those in Europe and Ofcom), ensure that NR speaks with one voice across the various bodies.
• Lead the Programme team to deliver the business and customer objectives agreed, whilst reviewing & confirming compliance with appropriate company governance, standards, and procedures.
• Develop an appropriate strategy for the development and delivery of the Programme work scope.
• Identify priority opportunities within the programme and lead promotion and sharing of best practice between programmes.
• Monitor planning so that it considers cross-programme requirements and supports the effective delivery of contracted obligations.
• Develop and improve relationships with key stakeholders, customers, and suppliers.
• Develop and manage the Programme team, monitoring adequate resources available to deliver a flexible, competent, skilled, and effective workforce at all times.
• Contribute as a member of the programme organisations senior management team.
• Lead compliance in corporate health, safety, quality, and environment processes for the Programme.
• Sponsor audit of programme and project documentation, activities, processes and systems. Lead the communication of key issues for the function.
• Comply with the Investment Competence Framework.

The Ideal Candidate

• Member of a relevant professional body with chartered status and/or educated to degree level.
• Relevant experience in the successful management of major programmes of work in the construction and/or rail industries.
• Strong commercial focus and financially astute.
• Knowledge of the principles of investment processes and procedures.
• Knowledge of the principles of Health & Safety, quality and environment legislation and best practice.
• Excellent communication with demonstrable delivery of leadership and behavioural change within a large organisation.
• Relevant experience of developing business cases
• Relevant knowledge of multi-year technical solutions with regulatory considerations
• Knowledge of/experience in the UK railway industry.
• Six Sigma Champion.
• Knowledge of FRMCS and GSMR
• Successfully completed the Strategic Safety Management Course
• Experience of participating in bodies across Europe
• Knowledge of radio networks
• Experience of HMG Green book process

Package Description
