Library Services Manager

Salary: £43,116 - £47,076

Hours: Full time although part time (minimum 30 hours per week) will be considered.

Hybrid working options can be offered with a minimum number of days required on site per week (a typical minimum is 60% on site).

Location: Harwell or Warrington

As the Library Services Manager you will be responsible for the development and operation of library services, open access and open data services. Services are delivered remotely and on site with reading rooms in both locations.

About the role

You will be responsible for the operational delivery of library services essential for supporting research processes. As we transform our services, you will facilitate the creation and development of new services that will form an innovative and modern research library.

You will develop and coordinate the library services managing a portfolio of information resources and their delivery to support research, innovation and learning across the organisation. You will be responsible for providing high quality consistent library services, which are flexible and efficient building relationships with library stakeholders to ensure services are user focused.

Current functions that form the library services that the post will be responsible for include: content acquisition, development and management, library systems (library management system, discovery services), interlibrary loan and document delivery services, reading rooms and enquiry services.

You will need to work collaboratively across teams and hierarchies. There is line management responsibility for a distributed team of staff (currently 3 direct reports at 2 sites) but you will be expected to work in a matrix approach leading on and contributing to activities with staff outside of your direct line management responsibility.

You will develop a range of contacts internally and externally to achieve the objectives of the library service. For example, the postholder will work closely on read and publish agreements with the Open Access and Publishing Support Specialist who delivers the activities related to open access publishing, and to other library stakeholders to understand and establish user needs, external relationships will include suppliers and colleagues in other partner libraries.

Examples of some of the activities you will be expected to undertake include but are not limited to:

• Working with senior colleagues to develop the library strategy and future requirements based on user needs.
• Assessing the impact of changing working patterns e.g. hybrid working, and developing services to meet these requirements e.g. evolving use of the reading rooms.
• Oversee the ongoing development of the library services responding to the needs of the library users, proactively exploring opportunities to differentiate services for different stakeholder groups.

Shortlisting criteria

Essential

• Educated to degree level with a postgraduate qualification in a library or information management related field OR demonstrated ability gained through relevant professional experience .

• Experience of working with in a research library environment in a higher education, research organisation or other professional environment
• Ability to work effectively on own initiative as well as a part of a team, working in a collaborative environment
• A proactive, responsive and flexible approach to the development of services
• Able to lead, manage and develop a distributed team
• A commitment to professional development for oneself and team members
• Effective written communication skills .
• Good oral communication and interpersonal skills with a proven ability to communicate effectively and build positive working relationships with a range of colleagues at all levels of seniority

Desirable

• Experience of budget management and monitoring
• Interest in scientific research for example through education or experience of working in a science related organisation or role
• Experience in formulating and delivering new services, standards and policies for library and information services

Some travel to other sites requiring some overnight stays will be an expectation of this role.
