Reporting to the Head of Capital Planning and Development we currently have a new opportunity for an experienced, enthusiastic well-motivated individual to contribute to the work of the Estates Capital Planning and Development Department.

The post provides a great opportunity to lead on the delivery of capital infrastructure projects which supports both our ambitious Estates and Corporate Strategy. You will lead a team responsible for managing and contributing to the successful delivery of capital projects and their healthcare technical and engineering requirements, ensuring that good relationships with internal colleagues and external clients are maintained.

The Engineering Development Manager will be accountable for the projects under their care and will champion best practice engineering , building services, project planning and delivery both within the Capital, Estates and Facilities Directorate and the wider organisation.

Main duties of the job

The Capital Planning and Development Team is a multi-disciplinary professional team forming an integral part of the Trust’s Estates & Facilities Directorate.

Reporting to the Head of Capital Planning & Development, the post holder will lead on all aspects of Engineering and Infrastructure Design projects from inception to completion derived from the Trusts Capital Programme including generators, ventilation plants, steam/gas distribution, HV/LV electrical distribution, heating systems, cooling systems, medical gages, domestic hot and cold water generation and distribution.

Working closely with the Head of Capital Planning & Development, Deputy Director & Director of Capital, Estates and Facilities the post holder will undertake the role of Engineering Development Manager with lead responsibility and accountability for the delivery of all infrastructure and engineering capital design projects within existing site facilities and including the 2020/40 vision development plan liaising and coordinating with our Cambridge biomedical campus partners in relation to site wide infrastructure expansion.

You will be accountable for the projects under their care and will manage in-house resources, external Consultants and Contractors in the successful delivery of these projects in accordance with agreed programmes and budget parameters.

Person specification

Qualifications

• Educated to Degree level in electrical or mechanical building services, or holds an alternative acceptable qualification with relevant experience.
• Full member of an accredited professional body e.g. CIBSE, RICS, CIB.
• Professional/or appropriate engineering technical qualification.
• Membership of Engineering or building services professional organisation.
• Authorised person (AP) in one or more disciplines.

Experience

• Extensive management experience of delivering complex building or engineering services projects across large complex sites within an acute hospital healthcare environment.
• Previous NHS experience as a designer in acute hospital environment working in both clinical and non-clinical areas.
• Extensive experience of managing contractors and direct labour staff in a similar role.
• Experience leading multi-disciplinary professional teams.
• Significant experience of some of the following procurement routes/contracts: P22/P21, NEC and JCT.
• Understanding of multi-disciplinary working in construction and significant experience of leading, managing and motivating a professional technical services team.
• Experience of estates and services condition appraisal and management of asset condition, and development of long term and backlog maintenance grid.
• Experience of managing significant capital budgets, forecasting outturn cost, and understanding complex project expenditure reports.
• Experience in chairing meetings and leading complex and diverse teams of clinicians and professional staff.
• Understanding of healthcare planning and standards.
• Experience working in ‘Acute Hospital’ environment.
• Experience as Project Lead.
• Experience developing strategic plans/documents and business cases.
• Working with NHS capital procurement.

Knowledge

• Good knowledge of Healthcare guidance, HTM’s, HBN’s and other industry specific guidance, Conversant with HTM, HBN, IEE EN and British Standards, Fire code and Encode, Experience with HEVACOMP (or equivalent) and BMS systems.
• Thorough working knowledge of all current legislation, NHS guidance and advice notes Extensive, specialist knowledge across a range of disciplines including specifically capital planning, major project delivery and estates infrastructure management.
• Excellent Knowledge of building and engineering services design and construction.
• Knowledge of project and programme management methodologies and risk management frameworks.
• Understanding of the design development process and key project stages.
• Knowledge of current developments in contracting and procurement of construction projects.
• Sound Knowledge of H&S regulation in relation to construction including CDM.
• Demonstrate and appreciation of various energy saving mechanisms.
• Basic working knowledge of a broad range of clinical practices and procedures.
