Job description

Positive Employment is currently recruiting for a Emergency Planning & Resilience Officer for our client a government organisation based in Brent.

The successful candidate will co-ordinate and implement the emergency response and business continuity arrangements of the organisation.

Develop and maintain effective civil contingency risk assessments and plans on behalf of the organisation that meet its statutory and humanitarian obligations to the local community and
businesses.

This is a 3 month starting contract with the possibility for extension. This role is hybrid working.

Duties and Responsibilities but not limited to:

Create effective Civil Contingency and Business Continuity plans for Brent Council, regularly review and revise the plans as necessary.

Arrange, facilitate and lead, as appropriate, the review and development of the risk assessments for civil emergencies.

Advise and brief elected members and chief officers on emergency planning and business continuity arrangements, as required.

Undertake and report as required on the assessment of current and proposed legislation relating to civil contingency matters in order to co-ordinate the response to civil contingencies legislation.

Manage operationally the emergency planning functions of the organisation.

Conjunction with the Head of Communications, maintain arrangements to warn the public and provide information and advice to the public if an emergency has occurred or is likely to, including media liaison.

Represent the organisation at meetings, seminars, workshops etc. with all external contacts, as required and conduct regular meetings.

Devise, organise and run appropriate training exercises which ensure council staff and partner agencies are conversant with their duties in the event of a major emergency in Brent.

Manage, supervise and maintain an activation team to assist in activating the organisation’s initial response to major emergencies.

Personal Requirements:

Relevant professional qualification (desirable).

Knowledge of local authority duties under the Civil Contingencies Act 2004 and other relevant legislation and guidance.

Familiarity with ISO 22301.

Developing, writing, training and testing emergency plans (Desirable).

Involvement in development and delivery of a Business Continuity Management programme (Desirable).

Working Hours: 09:00 am – 17:00 pm –Monday – Friday 

Pay: £30.59 p/h

Please note this role is within the scope of IR35.
