Job description
Venesky-Brown’s client, a public sector organisation in Doncaster, is currently looking to recruit a Contract Manager working part-time for an initial 12 month contract on a salary of £35,392/annum. This role will be remote working; however the successful candidate will be required to come to the office base to collect a laptop and have an induction.
Responsibilities:
- Responsible for the development, implementation and promotion of a robust contract management framework which is aligned to and underpins the Strategic Direction.
- Responsible for the proactive management of an allocated portfolio of organisational contracts to ensure organisational contract compliance.
- Lead and coordinate the organisation’s annual contract negotiation process with its commissioners for their allocated portfolio.
- Responsible for the regular review and re-negotiation of contracts with commissioners, as required, this will include working with Group leads to ensure thorough preparation and attendance at meetings to ensure a contract presence.
- Required to develop relationships within Groups and corporate departments at appropriate levels to ensure that any relevant service delivery or contract compliance issues are escalated quickly.
- Review and provide specialist contractual support to the Groups which will include updating documentation as necessary.
- Coordinate responses and produce documentation in the event of any relevant consultations or contractual disputes.
- Lead on drafting, agreeing and implementing sub-contracts with providers to ensure contractual robustness and subsequently monitor the provider’s compliance with the terms of the contract.
- Work closely with the Finance Team to ensure contract costings are correct and cover the entire costs to the organisation of providing the service.
- Produce and present written and verbal reports on contractual performance and present these reports to various forums as required.
- Responsible for maintaining up to date knowledge of the contract management process.
- Provide quality, comprehensive and professional contract management advice, and support to the organisation. This includes working with managers and clinicians at all levels throughout the organisation.
- Represent the Contracts, Performance and CQUIN team as required at both internal and external meetings.
- Observe personal duty of care in relation to equipment and resources used in the course of their work.
- Responsible for safeguarding equipment issued to them to enable them to perform their role, such as laptops, screens, and mobile phone.
- May be responsible for the management of members of the contracts team as indicated in the organisational structure for the portfolio for which they are responsible.
- Ensure that staff receive appropriate training and on-going development to enable them to fulfil their roles competently and safely.
- Responsible for influencing individuals and groups of clinical and non-clinical managers by facilitating discussions and presenting on complex, sensitive and often contentious information with a view to overcoming through negotiation, persuasion and reassurance significant barriers to acceptance and understanding.
- May be required to work in locations other than those specified in the job description as required by business need.
- There may be a requirement to change the job description in light of developing service needs.
Essential Skills:
- Proven significant experience in a contract management role
- Experience of identifying and interpreting national policy
- Proven experience of proactive contract management
- Proven experience with drafting, agreeing and implementing contracts
- Significant experience with Microsoft applications, in addition to electronic and manual data collection systems.
- Proven experience of influencing people who are not directly line managed to act
- Proven experience of producing and presenting reports to a range of audiences and tailoring communication techniques accordingly to ensure understanding.
- Proven experience of line management of staff, including setting objectives, undertaking appraisals, managing conduct, performance and managing health and sickness issues.
- Specialist knowledge of standard contract management and contractual requirements.
- Knowledge of the contractual commissioning process
- Highly developed specialist knowledge of negotiating and drafting contract management documentation underpinned by experience
- Highly developed contract management skills which includes contract negotiation, contract management and monitoring.
- Able to work independently with minimal direction and supervision, within a set framework / boundary
- Leadership and management skills
- Demonstrates personal responsibility and has the ability to prioritise and collaborate when appropriate
- Innovative, with a desire to maximise opportunities for developing the efficiency and effectiveness of the individual, the team, the department, and the organisation.
- Able to face varying demands – frequently requiring intense concentration and effort to deliver multiple objectives / conflicting priorities
Desirable Skills:
- Experience of working with one or more of the main regulatory bodies
- Experience of managing several projects simultaneously
- Experience of working within a public sector body
