JOB SUMMARY The post holder will be based from either Queens Medical Centre or City Hospital (to be agreed with the successful applicant). The successful applicant will be responsible for fully managing the Building Energy Management System (BEMS). The BEMS comprises a Schneider Ecostruxure and Trend IQ3/IQ4 system running over a WAN spanning Queens Medical Centre, City Hospital and Ropewalk House. This is a senior management role within our estates operational team and will make the team more proactive and less reactive. It will also help the Trust to move towards NHS Net Zero by 2040. The role comes with a requirement to train and develop the wider estates operational teams on using the BEMS and the post holder will be responsible for delivering year on year energy savings in an engineering environment where these are plentiful. As this is a new role there will also be a requirement to write policies on BEMS usage and provide specialist input to various minor works and capital projects across the Trust. KEY JOB RESPONSIBILITIES Building Energy Management System Carry out effective day-to-day management of the Trusts BEMS across all three sites, reacting and deploying the team as required. This includes ensuring all HVAC plant is operating correctly and in an energy efficient manner. Manage all BEMS staff and contractors, undertaking the necessary recruitment within establishment. Ensure that all Trust HR policies are complied with. Closely monitor and manage timekeeping, sickness and absence. Ensure that all work undertaken on and control provided by the BEMS complies with all statutory regulations, trust policies, procedures and healthcare technical memorandums (HTMs). Ensure the BEMS controls plant in an energy efficient manner, working to deliver significant energy savings for the trust. This includes a requirement to deliver complex and specialist engineering functions such as tuning of PID loops, advanced computer programming and creation and editing of interactive graphics pages for the cloud based BEMS. Draw on your excellent knowledge of operating a BEMS over a wide area network to ensure the system operates with maximum uptime and is resilient. This will require building excellent links with our IT team who manage the wider network. Carry out regular reviews of the Trusts BEMS alarm system and add/remove alarms as required to ensure the system proactively identifies faults rather than us reacting to them. The post holder will ensure all staff are trained in how to acknowledge and respond to alarms. To keep up to date and research the latest technology including but not limited to; internet of things devices, controls advances and cloud systems. Update Trust specification documents to ensure we operate at the cutting edge of building controls. Work with the Sustainability Manager to expand the Trusts metering network (virtual and real), integrating it into the BEMS and ensuring this data is presented to key trust personnel on a monthly basis. Undertake (and train the BEMS Technicians to carry out) electrical panel modifications, replacement of BMS controllers, sensors and actuators plus other field devices as operational need dictates. Take responsibility for managing the Trusts high-value stock of BEMS spares such as controllers and field devices. Work with the Trusts electrical engineers to ensure we maintain up to date drawings of our BEMS control system including all panels and wiring. Ensure we maintain an up to date asset register of all BMS panels, controllers, sensors and actuators and that such devices are tagged in accordance with Trust policies. Analyse complex engineering data and historical data from a huge variety of sources and make decisions on what to do, even in cases where the solution may not be immediately obvious or there may be conflicting options. Write policies and standard operating procedures to make clear how the BEMS is to be managed across the Trust and to detail the standards that staff and contractors who maintain it should work to. Develop, implement and monitor an effective formal training program for all estates operational staff who would need access to the BEMS, delivered by both our in-house team and Schneider support where required. Compile prioritised annual estimates for capital building maintenance works and implement agreed funded schemes. Prepare specifications and invite tenders for work to be undertaken by contractors for the building maintenance works. Ensure compliance with all Financial Standing Orders. Health and Safety Take responsibility for Health and Safety within the BEMS section. The BEMS Engineer is the designated Safety Officer for the section and will ensure that all staff within the section comply with relevant Estates and Trust policies and Standard Operating Procedures. Financial and Resource Management Take responsibility for the management and maintenance of the whole Trusts BEMS assets, including but not limited to all sensors/actuators, high-value stock, electrical machinery control panels and all aspects of BMS control for connected plant such as air conditioning, air handling units, boilers etc. Work with energy team colleagues to identify and deliver HVAC energy savings across the Trust and to manage a program of repairs and upgrades of the BEMS to ensure we deliver them. There is a requirement to write business cases for additional revenue and capital funding to further develop the BEMS. To be responsible for managing part of the Estates Department non-pay budget as delegated by the Assistant Heads of Estate for each site. Communication This is a new role and so it requires someone with strong communication skills and teamwork abilities to set up new processes and methods of working across the department. To establish excellent two-way communication at all levels within the Estates Department and wider clinical teams across the Trust. The role requires an ability to gather, create and deliver highly complex engineering information in a coherent manner to non-engineering colleagues. Effectively manage contractors when on site ensuring that the Trusts permit to work process is followed. Cross Site Working and On-Call The post-holder will be required to work across all three sites to suit operational requirements. The core working hours are Monday to Friday 08:00 16:00 but there may occasionally be a requirement to work outside of these hours
