Pay Rate: £22.27 per hour PAYE

Hours per week: 36 Monday – Friday, normal working hours

Role Length: This opening assignment is for 3 months

City: Wembley, London

This is a significant support role covering various high volume and high value acquisition programmes and support on a broad range of day-to-day residential property issues. The role focuses on ensuring the accuracy and integrity of systems, procedures and their day-to-day smooth running.

Key Responsibilities:

Resolve day-to-day operational issues in relation to the legal conveyancing of acquisitions and disposals and escalation of issues to manage risks and prevent financial loss.
Negotiate price, commission market valuations and surveys, co-ordinate conveyancing and commission works and carry out complex financial, and technical appraisals on a wide variety of programmes.
Work closely with the Senior Estate Surveyor to support effective working relationships with relevant stakeholders, such as internal clients, solicitors and surveyors and help implement creative and responsive solutions to deliver the required outputs.
Make a positive contribution to the delivery of the service, this will include working flexibly and positively to achieve the objectives of the council.
Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability.
Manage a customer focused service and the effective use of resources.
Ensure that the council’s overall vision, values and ethos are central to the requirements of the service.
Support effective working relationships and act as an ambassador and advocate with external organisations.
Keep up to date with developments in service delivery and best practice to ensure the service performs effectively and to the highest standards. Being involved in and contributing to every stage of the acquisition and disposal programmes.
Identify blockages and issues in the legal conveyancing process and recommend and implement solutions.
Assist the Senior Estate Surveyor in ensuring a system of adequate internal controls exist in respect of property purchases and disposals.

Qualifications:

Property Inspections, Surveying or sufficient and recent, relevant industry experience.
Either aspiring to secure RICS membership or a current member.

Experience:

Experience and overview of the property conveyancing process.
Experience of using appraisal software and understanding of the principles underlying the economics and viability of scheme specific appraisals.
Experience of training others on systems and procedures.
Experience of managing, training and motivating staff.
Experience of producing detailed reports and budgets, explaining the technical and financial issues, following standard report writing principles.
Experience of building relationships and working partnerships such that the post holder can build trust and rapport with people outside the team and build internal and external contacts.
Awareness of the residential property market and understanding of trends and variations in local markets.
Preparing market insight reports, formulating acquisition strategies and establishing strategic relationships, such as with estate agents, registered providers, developers and public and private sector agencies.

Knowledge:

Awareness of the residential property market and understanding of trends and variations in local markets.
Knowledge of technical, legislative and professional developments in respect of property and an overview of property law where required, is aware of changes and can identify possible areas of impact and investigate complex issues.
Knowledge of system and process design and can identify opportunities using systems to produce general efficiencies and increase productivity and accuracy.
Knowledge and understanding of the key principles of Red Book valuations.

Skills & Abilities:

Ability to draw accurate and logical conclusions from complex legal and financial and regulatory information, such as title reports, planning decisions, building control etc.
Effectively manages own workload, prioritising effectively and consistently meeting deadlines.
Embraces responsibility and displays a capacity for driving issues forward and demonstrates a clear commitment to the team approach, exchanging ideas and providing support to property negotiators.
The ability to analyse legislation and regulation in respect of property and draw accurate and logical conclusions from complex information from a variety of sources.
Ability to understanding internal client requirements and develop project briefs, volunteer ideas, and apply knowledge to advance the Council’s objectives and overall team capability.
An effective communicator through verbal, written and listening skills, and the ability to broker discussions and negotiations to overcome barriers to project delivery, aligning expectations and having regard for confidential information at all times.
Understand health and safety aspects in respect of one’s own role and the requirements and responsibilities of the Council as landlord, be able to undertake risk assessments and aware of relevant health and safety legislation.
Ability to understand the commercial context and think beyond immediate tasks & areas of responsibility. Able to advise on and influence the legal and financial commercial terms & structures, run financial appraisals and sensitivities and conduct financial due diligence.
Ability to analyse legislation and regulation in respect of property and draw accurate and logical conclusions from complex information from a variety of sources.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
