Where you will be working
Encyclis Rookery South Energy Recovery Facility (ERF) is located near Stewartby in Bedfordshire, just a few minutes off the M1 Motorway and only 20 minutes from Milton Keynes central.
This impressive three-line facility has been operational since January 2022 and has the capacity to process 585,000 tonnes of residual waste annually, delivering sustainable electricity to meet the needs of around 112,000 homes.

The Opportunity
Reporting to the board of the joint venture between Encyclis and Veolia, the successful candidate will take lead responsibility for the ongoing commercial success of the facility. They will both oversee and drive the financial performance of the plant whilst managing the operations contract with Encyclis and in so doing perform budget forecasting, long-term planning and performance tracking, Whilst managing all financial and commercial aspects of key contracts and the financial reporting to our joint venture partners, you will also be a lead contact for customers of the facility and with the support of the Encyclis team and our wider joint venture team, identify new commercial opportunities and lead the negotiation of new contracts, including fuel supply and other revenue streams.
The role requires the ability to build strong customer relationships to enable the optimisation of contracts and you will therefore work with Operations and other key functions within the wider business to manage and review contracts to ensure delivery of all elements in line with expectations. You will be responsible for providing pipeline fuel supplies and to forecast and budget those supplies and revenues whilst tracking their delivery and performance.
Excellent understanding of the fuel supply market, contracts, contract negotiation and contract changes will assist in flowing legislative impacts, including the Emissions Trading Scheme, through to our suppliers.
Equally important is the ability to demonstrate the level of stakeholder, managerial, financial and commercial awareness that will grow our new facility and deliver results by working with and though service agreements and ensuring our joint venture partners are kept engaged and informed every step of the way. As the key point of contact for our facility you will instinctively understand the need for and be highly experienced in wider external stakeholder management. This will not only include current and prospective customers but also a range of local and regional stakeholders that will have a keen interest in the operations and positive impact our facility has on their communities and their local environment.

What we need from you…
Key Duties & Responsibilities of the role
- Overseeing the financial performance of the plant and managing the operations contract with Encyclis. This will require the General Manager to interact and collaborate with Encyclis’ Plant Manager, challenge the operational team, and ensure the plant’s interests as owners are represented on a short- term and long-term basis. The General Manager must be able to engage in constructive dialogue and have a sound decision making process in order to achieve success in the role.
- All financial planning, customer relations and contracting, and other revenue related activities for both sites. This includes responsibility for annual budgeting and forecasting activities in this area.
- Ensuring compliance of the project companies with all health and safety policies and procedures and actively promoting and being a role model for a strong health, safety and environmental culture.
- Managing key strategic business development initiatives, including expanding the volumes and types of waste which can be processed, heat offtakes and other revenue sources that can be captured.
- Compliance and corporate governance of the JV entity which own the facility.
- Building and maintaining constructive relations with both community and local interest groups.
- Contracting short, medium and long-term fuel supplies to ensure the security of consistent optimal fuel into the ERF in conjunction with JV partners.
- Ensuring the management of all aspects of the fuel supply contracts including financial reporting, changes in law, indexation and annual reconciliations.
- On behalf of the Board leading tactical and strategic opportunities
- Drawing on the expertise of colleagues and internal subject matter experts:
- Ensuring Rookery delivers on or exceeds the financial targets set by the Board, as well as driving innovation and optimisation initiatives for the business.
- Managing the project’s electrical and sales output and exploring hedging, PPA and other electricity market related initiatives.
- On frequent and regular occasions, the General Manager will report into the Board Directors and/or their designated managers. It is expected that the General Manager (GM) will lead monthly and quarterly reviews of performance and engage with the owners on items of key importance and seek input and direction as warranted/needed.
- Outreach, community and communications activities. The General Manager is expected to be the ambassador for the plant and to establish credibility and an upstanding reputation among the key local stakeholders.
- The General Manager will proactively engage with the key project stakeholders (including shareholders, contractors, other key stakeholders and their representatives) to ensure all contractual and Board level issues are addressed.
- Budget forecasting, long-term planning, tracking performance, coordinating book-keeping and financial accounts preparation and related matters (e.g. financial audit, tax matters) with the Encyclis Finance team.
- Managing the financial aspects of key contracts and the financial reporting to various stakeholders (the shareholders, the Board, the lenders, etc.), and where necessary, working in conjunction with Encyclis’s Head Office team who support the UK, forming a strong relationship with the Encyclis team is essential aspect of the role.
Education & Experience
- Understanding of the UK waste market and policies.
- Business-relevant degree.
- Prior knowledge and experience managing profit and loss, budgets and forecasts in an industrial/production or related industry.
- Strong business acumen that highlights proactive thinking with detail-oriented and creative problem-solving approach.
- Ability to build and maintain strong relationships with partners, stakeholders and government officials.
- Demonstrated ability to coordinate and execute in an operating business (goal- oriented mindset).
- Experience of fuel supply management.
- Experience of managing complex contracts in the waste management industry.
